I don't understand, why are so many of the "best written" japanese games of all time complete made-up fanfiction shlock in western regions? Trails is just one example, but there are many localizations that are just as bad but praised everywhere.

There is a big difference between "a few sentences are fanfiction" and "the literal entire translated script is fanfiction"
All the series I mentioned in the OP are 100% pure fanfiction. Entire characters, storylines and backstories were changed from Japanese to English.
