I loved it until I saw the animations.
I was the same but now I'm pretty sure its meant to be a joke about how shoguns never get off their chairs and just give orders while looking serious and badass. That made it even better than it just walking around normally in my eyes.

I think it's also a pun on the king chess piece, it being the less mobile of the high value pieces.
It doesn't matter how true that is. The Pokemon's designs suffers because of that and they should have the made it walk normal so people appreciate it more.
