You can't. I don't know where you have this from.
You can't play as her or Shiva or any other Eikons other than Ifrit. You don't choose which Eikon to play as, you play as Ifrit.
In the trailers it looked like you can play as her just for one or two Eikon battles

The only other Eikon that has been shown as 'playable' is Phoenix in the prologue section against Ifrit, where the UI shows you as Phoenix and Ifrit as the enemy.

Why would he be
Because there are no two Ifrits, all the scenes with two Ifrits in the trailer are some kind of internal battle Clive is having, it's obvious from the way he acts and how the world looks. Clive IS Ifrit, the one and only. So the other dominant of fire is the Phoenix one, aka Joshua. Clive even alludes to it in the trailer by mentioning the bitter truth that awaits him as he is about to face the "Ifrit" that is just weirdly standing there doing nothing. Also Clive never sees the hooded figure in the flashback, just a flaming one. Yes we are shown the hooded figure in that area as well, but that's to purposely mislead us and to make it look like he was actually there during that day, that was actually during Clive's Internal fight taking place at the same area, not actually the day when Ifrit appeared. Notice how the hooded figure is completely alone, and is wearing the exact same cloak. Not to mention that the flaming man appeared out of nowhere and wasn't wearing a hood or anything that covers his looks like the hooded figure does. Because that was Clive, it's becoming progressively obvious the trailers are set up to mislead us. Finally the hooded figure is obviously quite young, which couldn't be the case if he looked the exact same way decades ago. Screenshot this.
Also the hooded man probably got away from the Garuda fight by flying away because he is the Phoenix dominant.

That's my point. The flaming figure (Clive) is clearly there during the actual event since he appears in front of that guard. The hooded figure most likely only appears during Clive's fight with the other Ifrit, which takes place exactly where Ifrit first appeared and is obviously inside Clive's mind since everything looks the same as it did back then, which would be impossible. The trailers are set up to make us think that the hooded figure was there that day, which is also what Clive is supposed to think.
I wouldn't be surprised if you briefly control Joshua in the prologue before everything goes to hell.

I'm guessing it's like Persona 3 where you don't directly play as anyone but the hero but can still give tactical orders to your companions, like when to transform into an Eikon.

Several outlets have reported Square Enix told them Eikon battles are set pieces and all wildly different from each other, the Ifrit vs Garuda is the only one who will look and work like a grapple match for example. So either Ifrit has different movesets in each battle or you might be able to play as certain Eikon in other battles.

Just curious but why hasn't the collector's edition of this game sold out? I remember when they announced the FFXV collector's edition, and I'd say even that one was fairly overpriced, but it sold out in the first day or something that they ended up producing more than the limited amount advertised. This shit has been up for a good 3 months now (approaching 4 months now I believe), and it's still available for pre-order. I'm just wondering why? FFXV's collector's edition wasn't anything special either but fans still paid that $270, which is pretty high when you pretty much get nothing out of it. Their play-arts kai action figures are some of the ugliest figurines I've ever seen.
