If you stealth kill Caesar or just let the cancer kill him do you get to rule the Legion? Also if you kill all the leaders of every faction including Yes Man, is it possible to complete the game?

Yes Man respawns unless you bug him out, if you do you can't finish the game
Yes man can't die because he's "pre-programmed" in every securitron AI hence he'll just spawn into another securitron if you destroy his body, its just an excuse to have him be inmortal so you can finish the game if you decided to kill everybody else

It's just as moronic as both the NCR and Legion forgiving you for any crimes you previously committed against them after you recover the Platinum Chip. And all because the devs didn't want to punish players for hastily murdering people from other factions early in the game.
