20XX is 50 minutes long and costs $14.99 on Steam. Why do people spend that much money on such short games?

20xx is replayable. 50 minutes many times over is 15 dollars worth of game.
You're also severely overestimating the general skill level of average gamer. Only 20% of people that own the game have beaten it after all. They'll get a lot more than 50 minutes of play time just because they die so much more.
Sometimes a tight, intense and polished experience is exactly what a player wants. Something with minimal amounts of padding and downtime, nice arcade-like fun.
Such games are more inclined to be replayed, losing progress in them doesn't sting like it would a big and thick RPG or Movie game.
Because I don't want a movie. I want a video game.

No but it's playable. It's not nearly as chaotic and fun as 20XX though.
All 8 normal stages are complete, but the endgame isn't and endless mode doesn't exist yet.
It'll probably be a while before it's completely done.
Dev states they are aiming for a 2023 release. The current build is very good - it is only missing the final "boss" stages. They have messed around with both character's scaling a few times but nothing game-changing.
If the boss levels are even just "ok" then it will be a serious upgrade to 20XX. The OP poster doesn't seem to realize that 30XX has customizable difficulty and an "entropy" mode where you can make things harder / more chaotic / more restrictive in a sliding scale from 1 to 30 with 1 being "some stages are longer" to 30 being "you cannot ever regain HP, you can't choose stage orders, bosses have 500% more HP, spikes and all stage hazards are one hit kills, you get no boss weapons..." etc. You even gain special currency to spend on things for beating each new level of entropy you try.
It's a telling sign of the current state of the industry that no one found a game for OP.

I just want to mindlessly run through shit like Dead Cells and 20XX. They have scripted rooms to test my platforming skills. Honestly, I kind of want Super Sonic but a unique level every time and some gimmick to make it genuinely hard. In Dead Cells they just make enemies do absurd damage and in 20XX they make health somewhat rare compared to Mega Man. Super Sonic but insta death when you're normal mode could be fun.

Did 20XX multiplayer ever get fixed? Had some wicked de-sync issues early on, and I haven't had a chance to get back to it yet.

Not exactly what you're looking for but have you considered Sengoku Rance?
Spelunky for a roguelite. Otherwise go back to the classics. NES Contra is still fun, as are many of its sequels. Arcade Ghouls 'n Ghosts is great and throwing knives and javelins is functionally the same as a gun.
For me it's Classicvania (1, 3JP and Kid Dracula if you count that one).
