Blizzard is the better move in doubles, I.E. the format VGC actually cares about, due to being able to damage both opponents with one move. And since there's only four Pokemon to worry about rather than six, the lesser PP doesn't matter nearly as much.

The buff is you have to actually learn how to play the game, getting into winning scenarios, instead of clicking Ice Beam and hoping the game decides who wins.
        That is of course if

        this
burn works for fire types because fire is extremely good defensively, literally the highest number of resists in the game outside of steel type. They can afford to wait around for chip damage and slowly cripple the opponent. Freeze works way better for ice types because it cements the type’s identity as an offensive power house by instantly shutting down the opponent and having it more likely to happen if you sit there passively and let the opponent spam ice beam or blizzard at you like a moron.

I'd argue Burn works better for Fire types mainly because most of their weaknesses are primarily physical (Rock and Ground.) Cutting attack makes Rock Slide, Stone Edge, and Earthquake (all really popular coverage moves on just about anything) less threatening. Water types are mostly special and are still a threat, but you don't see many non-water types using water type moves for coverage, and it's not as big of an issue. Ice wants to nerf PHYSICAL just like Fire does, not SPECIAL.

All types are broken because all broken Pokemon can be all types due to Terastal, and even if that weren't the case, they would still be broken because of Arceus, who can any type.

I have not lost to freeze in a long time actually. Just mechanically, there is nothing wrong with shifting things around to create better consistency and Freeze is terrible. It would not be as bad if not basically every water type learned Ice Beam. But if that will never change, then we need to change how freeze is inflicted.

                Anonymous

Make it similar to how Toxic bypasses accuracy checks when a poison type uses it, then. Up the freeze chance if an ice type uses a move with the chance to proc it, but keep the odds horribly low on other types.
Naturally you only do this when terastal isn't around though, otherwise you risk water getting buffed indirectly because they can just Tera Ice and go freeze crazy.

                Anonymous

The issue there is how freeze completely stops the opponent vs just extra damage. If we increase that, then we need to give the opponent more options to handle literally losing turns.
Its a very delicate balance, and why moves like spore are so specific and comes with limitations. Even still, Spore is spammable and downright hated.
Tera does make things even worse I agree. As long as that is in place type specific buffs must be avoided.

                >I have not lost to freeze in a long time actually
Yeah, that tends to happen when you never touch PvP ever.

                >Just mechanically, there is nothing wrong with shifting things around to create better consistency
What consistency? All you’re doing is just nerfing both Ice types and special attackers for no reason.

                >It would not be as bad if not basically every water type learned Ice Beam
There are barely any relevant Water-types that use Ice Beam. Ogerpon can’t use it, Dondozo can’t use it, Tatsugiri can’t use it, Walking Wake can’t use it, Araquanid can’t use it. The most likely candidate is Kyogre and it’s better off spamming Water Spout or Origin Pulse most of the time than Ice Beam.

Its not always about PvP. The underline balance of everything has to be considered. It's great you find enjoyment in PvP, but as long as things like Freeze exist its just not going to be fun.
We are not just talking about wincons and strategy, but overall game design.
