I don't think it's about how Kojima took whether or not people thought DS1 was fun, I think he just wants to hoodwink people regardless of what they thought of the game.
I'll be fine with it if the main gameplay threat is still the terrain. Delivering packages just makes the traversal have stackes and provide a challenge so I'd be fine if it was changed to something else while traversal and the terrain remained as the primary threat.

My theory is that the beginning of the game is just Fragile and Louise for however long time until Higgs and his men try and come for them, and then the escape sequence happens after which Louise is kidnapped and at that point Fragile tracks down Sam and they set out to save Louise who probably has her own super powers which is why Higgs wants her
I wouldn't mind a bit more action but it'd be a shame if they dropped the courier/pioneer angle entirely.
More than anything else, what Kojima needs to do with his open world games is tighten up the pacing a bit. DS1 suffered from having most of its big story and action setpieces at the beginning and the end while mostly slowing down to a crawl inbetween.
