Isn't it technically the same engine as Neo Geo games as far as the early nineties? If that's so, I guess it would be equivalent to CPS-2, if somewhat more powerful and extensible. It's not the engine but how you use it after all.

the capacity size went way up. more room for sprites and animation. its not "how you use it". its the technology cost is efficient enough to do what we always wanted to do.
MVS was able to eat as much ROM space as it could get. By comparison, Capcom was struggling to fit characters into Darkstalkers sequels because they hit the hardware limit for ROM size on CP System II board.

As for Fatal Fury, I actually don't consider MOTW to be a "real" Fatal Fury. It lacks the multi plane system and in general the art direction of the game feels very different from the FF games.
I think Fatal Fury Special and Real Bout Special are the best FF games and the more representative ones. FFS is the fan-favorite in Japan.
You also can't go wrong with FF2, FF3, RB1 and RB2.

Garou MOTW, in different to all the others, has a different japanese name, it's called just "Garou" (lonely wolf), while all the other games are called Garou Densetsu (Legend of the lonely wolf), The japanese names of the mainline Fatal Fury games is Garou Densetsu, and the japanese name of Real Bout games is Real Bout Garou Densetsu.
MOTW is just Garou. And you can tell they tried to make something different. In terms of art direction, any of the 90s KOF games is more similar to Fatal Fury than Garou.
As for the OP question, I think the obvious Capcom equivalent would be SF III. Over-animated sprites, drab art style, weird roster full of new characters instead of old loved ones, etc.
