I consider 1660 Super 6GB the minimum these days.
Or maybe a RX 570/580 8gb.
Anything else is a waste / meme.
I'd say it's the absolute minimum, still fine for an ultra low-end card.
It can run Elden lean but 6 and 8GB are much better.

For 1080p 60 FPS it's fine, I use a 1050TI and can play most AAA games at 30+ FPS on ultra, and even some at 60+ FPS on high.

Resolution doesn't impact VRAM utilization all that much. Texture quality (and dev incompetence) is what truly matters.
1080p = 6-8 for now, 8-12 for future proof
1440p = 8-10 for now, 10-16 for future proof
4K = 10-12 for now, 16+ for future proof

Hogwarts Legacy is absolutely retarded about VRAM usage, low to high settings will have no visual difference other than how much it'll be able to allocate (low-medium is capped at max VRAM IIRC, so you don't need to worry about guessing whatever the devs were thinking), Ultra is just fuck my shit up and will allocate whatever is necessary, without streaming textures.

1650 Super will actually perform better than the 6GB 1060 in most scenarios due to the bigger VRAM bandwidth alone, GDDR5 to GDDR6 was a big leap.
1080p yeah, just use medium/high textures.
For low-medium 1080p it's fine. I have a 6GB card and I can play most new games at high-ultra 1080p with >60fps. DLSS and FSR can also help a ton with reducing VRAM usage.

Set power limit to 90% if it bothers you so much, and set afterburner to start/apply profile automatically.

This is how it looks currently
Underclocking it made me lose 15 fps (from 60 to 45) in Re4 Demo, but temps went from 82 to 72-74 degrees and also reduced the noise.
Will changing the cheap thermal paste i applied (just a week ago) for a good one reduce temps even more?
It's not the same but will result in lower clocks since the card will just not be allowed to draw as much power, I prefer it to underclocking by hand since it'll always be as efficient as possible. And why the fuck did you replace the thermal paste with cheap shit? GPUs need good thermal paste, you can't just smear any garbage there. Your GPU is pretty new so the one that came with it was absolutely fine, it takes years for the original paste to go bad, they don't use shit.

I bought it from a cousin, he bought it in winter 2020, used it a few months, bought the 3080 and never played on it again. I opened it to clean the fans (they had some dirt) and noticed the thermal paste was dry as fuck, i guess 2 years used or not do wear it down.

i've checked on reddot and quora and apparently the SC Ultra version of the 1660ti is hot and loud.
Try another thermal paste maybe or change the fan curve. 39°C at idle lol, my 3080Ti idles at 26°C currently.
And don't fall for the 0 RPM fan meme bullshit, if you're doing something that uses your memory but not the core and the fans don't spin AND you have a shitty cooler that might become a problem even for GDDR6 at some point.

I lowered it to 85% and now i get 75 degrees in RE4remake in the intensive fight against the ganados while getting 60 fps, im not loosing the 15fps that i lost by underclocking it.

no, 83c is what that and many other nvidia cards will get to under load.
it throttles down to maintain 83 as a "cap" of sorts and won't do any damage to the card at that temperature.
I'm not familiar with aftermarket cooling solutions that could be used to stay away from hitting it if you're sketched out, sorry.

It depends on the price. While 16GB is still fine for basically any videogame now and in the foreseeable future, 12GB on a $800 card (4070Ti) is ridiculously low. Same exact argument we had two years ago with the 10GB 3080 or 8GB 3070: is this amount of VRAM enough for now? Barely. Will it be enough in a few years? Sure, as long as you lower texture quality.
The GTX 1070, a $350-400 card, had 8GB of VRAM seven (7) years ago. You could boot any game and set texture quality to Ultra, you didn't even have to think about it. No videogame required more than 8GB of VRAM for a long-ass time, until 2020-2021 or so.
Now people are spending $800 on a video card... and wonder if they'll be able to max-out games not even two years from now. That's silly.

1x noctua 80mm intake and 2x 80mm 3 pin fans from the 2000s as exhaust. I guess I could add one more 80mm intake without doing any case mods. It's not that loud, the noisiest part of the computer is probably the stock cpu cooler.
But it does make just enough noise to cover up my tinnitus, so it being quieter would be a negative.

The mistake was buying AMD. MY RX580 was an amazing card for its price when the drivers did their job and didn't create more problems than they solved. Never again.

I reckon that the issue might not be with the hardware or software itself, but conflicts with other stuff.
I've done some troubleshooting and boiled it down to the OS being the culprit, need to do a clean install of W10 along with the latest drivers.
It also depends on what the user actually plays anon. Let alone emulation and all that stuff. My experience with it sucked and Nvidia just worked. Still works out of the box. Neither company is my friend, I wanted the best bang for buck and RX580 was that thing hardware wise. Then the drivers raped me. From that time I decided paying more for nvidia was worth it because my shit would work.

You should DDU and reinstall from scratch. And remember to disconnect your computer from the Internet while you do it.
That's what I did, THREE TIMES when I initially installed the GPU, third time I found the stable 22.5.11 version, every other version gave flashing textures in games or straight up crashes
I think it's Windows fucking things up, which I'll be doing a clean reinstall along with the GPU AND do a minimal install of adrenalin, as people have demonstrated that full can drop your FPS with like 20
12gb is bare minimum, 24 is recommended

My sapphire 290 barely holds 60 fps at 1080p in DRG when getting swarmed.
Wo Long demo ran like absolute trash (40-60fps on low).
