      Bethesda quests have a design requirement to always have some kind of twist that breaks expectations somehow, the twist here is that the ghouls will kill the residents.
      It's honestly one of the best twists in the entire series, F3 is the only game that makes ghouls actually morally grey and complex and a lot of them are manipulative, hypocritical buttholes, the other games try way too hard to make them docile and misunderstood.

    The funniest part is how you need to straight up blackmail and threaten residents to let the ghouls in even before you find out they're a trojan house, it never sounds like a good thing to do but it still counts as good karma for some reason. It's a great moral dilemma quest that is above the shitty binary karma system.
