the switch was a rushed out system that was barely more powerful than the wii u and the only real differences between BOTW on each system was 720p vs 900p, callisto protocol was clearly built with the newer hardware in mind with it poorly ported back onto last gen looking and running A LOT worse than the next gen versions

Hardware doesn't limit music, story, art direction or character design.
It limits graphics and performance. The latter of which might be considered "gameplay", but it doesn't limit gameplay otherwise either.
People just can't make good games anymore for one reason or another and no GPU can change that.
This. Graphical upgrades and better lighting and textures and whatnot are great but if games are fun then they're fun. That's why they're still selling just as many old games as new ones. People aren't playing the Castlevania anniversary collection or Persona 4 because they look cutting edge.
Consoles have never been the ones to push the technical envelope, but that hasn't stopped them from producing memorable games. The hardware just needs to meet an acceptable standard, not be as good as humanly possible

It limits gameplay significantly. There's not really a way for PC to do anything to help with this either as long as cursor and camera control are locked together with no options to separate them.
Bad management. These are the fuckers who will brag about excessive crunch and not realize how retarded they look. They will set ridiculous deadlines and spend most of their time weaseling their way out of paying people while claiming credit.
They are specifically hired to fill quotas, make upper management feel more important and to sit on people so that they don't have the free time to get some rest while they're on the clock and create something on their own.

Aside from increasingly bloating polygon counts, yeah. It's not like people are optimizing their use of those polys to add detail or anything and the use of lighting to make assets look good has fallen to the trend of letting the engine do everything.
I wouldn't look at a Gamecube game and say it could be on the SNES but all of these iterations of The Last of Us look like they could be freely swapped between PS3, PS4 and PS5.
