His team is how to do a type specialist right, as opposed to lance who's how to do it wrong. 3 Steel Types, 3 Rock types, a ground type, and a variety of secondary typings that nullify various weaknesses.
Lance does it exactly the same though. 3 Dragon-types, 1 Water-type, 1 Rock-type and 1 Fire-type.

If there were more mons in the Hoenn dex, I would say to replace his Claydol with a Steelix. Or maybe even a Starmie to add more type diversity, and since it’s a Pokémon with a gem in the middle and evolves with a stone. Kinda fits his vibe.

In my opinion, Steven is a decent champion. His team is not exceptional, but it is quite decent and balanced. It has good diversity and his pokemon have good movepools and abilities. His team is not very difficult to beat, but it is also not a pushover like Lance's or Diantha's teams can sometimes feel.
But if you want to improve the champion's team, I would recommend giving him some new and stronger pokemon that match his personality and theme. Some good choices could be Metagross or Aggron, these two in particular would complement his team well.
