The past paradox pokemon are all deliberately designed to look like pop culture understanding of dinosaur versions of the mon, even going so far as to reference real life prehistoric animals like pterodactyls.
Dragons type in Pokemon is lose enough of a concept to not only include reptiles and dinosaurs (Tyrantrum, Cyclizar), but even more departed ideas like slugs, trees, dogs, and sheered sheep, only needing a vague reason at best to qualify. If a tree with its genus having "draco" in its name can be a dragon, its completely understandable that an elephant with saurian/draconic features could be too. It's a completely reasonable mistake to make.
