Now I refined my SPECIALs, meticulously calculated my skill increases with the books factored in, I have neutral rep with the khans so I can buy ammo from their quartermaster, I'm already preparing all the weapons for the GRA challenges I lost on the last run, I'm setting up roleplay-friendly circumstances for my courier to get Liked rep with the Legion, and overall I'm just doing everything that I should have done the last time.

I replayed it a good five or so times before I felt like I had discovered everything so it was always at least a little fresh.
Will probably replay it again if F4NV ever gets back on track. Bethesda still fears NV if they're willing to try to stop a fan project from using the original voice lines despite many others also rebuilding their games with original voice lines.

No. I'm finished, I've done all the DLCs so I never have a reason to play again since I h8 being evil, so I would just be repeating the same shit for a fourth time. The dumb ass dwellers in lonesome road die to bullets the same as any other mutant.
I've done some quest content but not all of it, some of the stuff I downloaded I didn't like even though it was highly rated, maybe I'm just too picky when it comes to New Vegas.
Besides Tale of Two Wastelands (arguably a quest mod) I usually avoid modded quests. I'm big on interior mods (new locations, better old locations) and gameplay mods; weapon animation replacers are also a must. I try to focus on bringing out the good and improving the bad aspects while making the game more challenging, adding QoL can help too. I'd reccomend trying to install some of these kinds of mods next time you play. A couple good ones to start with are ROOG and BLEED imo. I tend to build up a list of maybe ~100-200 mods when I play (easier than it sounds) but if you can find just a few core ones that you enjoy that works well too.
I've done gameplay and stuff as well, I wouldn't have even played after my first playthrough if it wasn't for mods.(I also would have missed out on a lot of vanilla content since I barely explored or talked to people.) The amount of stuff I had missed was insane, I missed Raul at black mountain TWICE despite going there to kill the mutants. I'm glad I was older when playing through again since I've gained a lot more patience.

J Swayer? Yeah it does the clever thing and distributes the Courier's stash around as specific pickups for the player. However, what I want is to include these weapons and armors for regular NPCs. A lot of the DLC weapons are clearly unfinished weapons they couldn't include into the base game.

Absolutely. You can change the .ini to revert the level cap back to 50 if you desire, or just use the console to add a couple flavor perks to your character
On a basic level, it's a game-wide consistency and balance patch. The things you'll notice immediately are the ammo weight, leveled lists not raining aid items on you, the increased importance placed on crafting, etc. You can carry several weapons, but you'll probably find yourself with a main and a few sidearms, and otherwise breaking down or selling ammo you don't need in order to get more of what you do need
Play an explosives character. Use survival instead of medicine. Gimp your SPECIAL and rely on consumables instead. Take less common paths. Don't worry about completing quests, instead act in accordance with what your character would do.
The splash/limb damage kills me, but a mad bomber run would be very cool
You don't need limbs. Steady renders your limbs superfluous, and Eye for an Eye actually makes your limbs worthwhile. But if you *really* need your limbs, OWB loads you up with a few perks that reduce limb damage greatly. And Hit the Deck is generally enough to cover the splash damage. Get yourself Hit the Deck, decent armor, and some Med-X and you can just face tank all your own explosions.
I remember getting fucked by the raiders because I invested my skill in Endurance, so my gun does shit damage.

Mr. House ending makes the most sense for a Lone Wanderer-turned-Courier just because he's a character with a vision like Liam Neeson was, but then he demands the destruction of the Brotherhood, which the Lone Wanderer might have a problem with unless he was only begrudgingly helping the BoS in the Capitol Wasteland.
I might just go with Yes Man ending, it makes the most sense for this character if House absolutely must go retard mode over the existence of the Brotherhood.

If he truly believes in Lyons's cause than he would see the state of the west coast brotherhood as a disgrace. I can see such a lone wonderer having less reservations about killing them off.
Legion logistics would be an utter PAIN. We know in modern conflicts you have to have entire teams with either 556 or 5.45. Meanwhile every legionary has a different weapon with a different type of ammo. I know they're a ragtag group who pillage anything they can, and then buy the rest, but this would be a logistics nightmare. The Vangraff deal would have added energy weapons and ammo too on top of that.
Legion logistics are an utter pain. They do have an industrial base which can manufacture ammo; but as was made clear in the game, the Legion heavily relies on its tribals to scrounge for supplies on their own. Unlike the NCR, they don't have century-old caravan companies to run their supplies. That's pretty much why you can talk Lanius down.
Also, you'd think Legion would have more marksman carbines, and service rifles, in their employ since they kill so many troopers. As far as I know, they only use a handful of assault carbines and marksman carbines and only in select high level areas. A service rifle with armor piercing rounds or an assault carbine is actually really dangeorus to the player since they cuts right through armor.
Also think the Legion could have reporposed Trooper chest plates more too.
Service Rifles and NCR Trooper Armor is trash according to the lore. The NCR suffers from massive corruption due to their method of supplying their military, it's so bad that the Kevlar plates are being ripped out of the armor and sold on the private market (primarily to mercs and the like). The Legion does make use of the shit it pillages from the NCR when they get it. As for marksman carbines, those are rare and expensive in general. They get reserved for the Legions elite, which at the time of New Vegas are mostly in the Legate's camp preparing for the attack instead of at the Fort.

It gets a little silly - NCR Trooper armor is a solid metal chest plate while the legion has more DT but runs around in Football gear. Only the Centurion has a proper metal plate and that's salvaged from Super Mutant armor. They should have went more with that, with various tiers of armor. Tier 1 is football pads + NCR trooper armor.

Oh yeah, Lonesome Road adds two locations which are clearly cut from the game: Dry wells and I-80. Dry Wells is all elite Legion gear and equipment for no reason (literally better equipped than the Fort or Legion camp). You can only visit them if irradiated since it cuts down on voice acting and questing them.
The default service rifle is well, er, serviceable. Presumably the lower damage than other 556 guns is simply because it's refurbished pre-war gear. It's just that it doesn't have enough damage and anyone with 10+ DT will laugh it off. You need armor piercing rounds to make it effective, and as far as I know by default NPCs will not use special ammo. In contrast the Assault Carbine is defacto -10 DT so it just shreds armored characters it's nothing.
No joke, F3 walked so FNV could run. NV is like 80% repurposed F3 assets, and the story and quests are HEAVILY rehashed and remixed from 3 and Van Buren. Rather than making a new game they remixed 3 from incoherent random ideas into something more seemless and coherent.
Both games are about two factions duking it out over a clean water source, and the stories play out remarkably similar. I keep seeing how FNV took ideas from Van Buren, but never seen anyone compare 3 and NV directly.

Well F3 is especially just remixing F1-F2's story, setting, characters, and mashing it all together without much thought. It's very obvious when Amata is repeating the overseer's speech about how you have to leave in 1. Except it's all incoherently mashed together. NV rather than a completely original game is looking at 3 and trying to fix it and make it so that it makes more sense and factions have proper motivations.
So Raiders in 3 are all mindless kill crazies who wear ragged clothing. There's no logic to any of this or motivation other than "bad guys". In NV, only the Fiends are dressed like this and it's because they're whacked out of their minds and as a faction are hated by everyone other than the Khans.

FNV isn't about clean water, the NCR & House want Hoover Dam for it's electricity while the Legion just wants to conquer it to prevent their enemies from using it.

I'm supposed to be taking Comprehension and Voracious Reader because those perks are undisputed meta, but I HATE relying on finite consumables so I won't be using them. This is also why I don't want to have anything to do with Nuka Chemist, plus Mad Bomber is kinda meh outside if explosive purist builds, and I ain't even got demo expert. I'm thiiking of using Laser Commander for more consistent crits with my Compliance Regulator, Grunt for even crazier DPS with my ALSID, and Roughin' It so I can full heal every time I end combat. I still can't figure out what to do with the last perk slot.

I ran a INT/LCK build on max difficulty + jsawyer and assorted difficulty/realism mods on my first playthrough, played stealth and non-lethal and didn't die once. I rped a gambler scientist and had a good time tbh, by the end I was practically a god, zooming around in the stealth suit with a tricked out sniper rifle

I replayed it a good five or so times before I felt like I had discovered everything so it was always at least a little fresh.
Will probably replay it again if F4NV ever gets back on track. Bethesda still fears NV if they're willing to try to stop a fan project from using the original voice lines despite many others also rebuilding their games with original voice lines.

Have you tried mods? They (personally) can improve the game to such an extent it's insane.
I've done some quest content but not all of it, some of the stuff I downloaded I didn't like even though it was highly rated, maybe I'm just too picky when it comes to New Vegas.
Besides Tale of Two Wastelands (arguably a quest mod) I usually avoid modded quests. I'm big on interior mods (new locations, better old locations) and gameplay mods; weapon animation replacers are also a must. I try to focus on bringing out the good and improving the bad aspects while making the game more challenging, adding QoL can help too. I'd reccomend trying to install some of these kinds of mods next time you play. A couple good ones to start with are ROOG and BLEED imo. I tend to build up a list of maybe ~100-200 mods when I play (easier than it sounds) but if you can find just a few core ones that you enjoy that works well too.
I've done gameplay and stuff as well, I wouldn't have even played after my first playthrough if it wasn't for mods.(I also would have missed out on a lot of vanilla content since I barely explored or talked to people.) The amount of stuff I had missed was insane, I missed Raul at black mountain TWICE despite going there to kill the mutants. I'm glad I was older when playing through again since I've gained a lot more patience.

J Swayer? Yeah it does the clever thing and distributes the Courier's stash around as specific pickups for the player. However, what I want is to include these weapons and armors for regular NPCs. A lot of the DLC weapons are clearly unfinished weapons they couldn't include into the base game.
These would help out low level enemies in the game:

Absolutely. You can change the .ini to revert the level cap back to 50 if you desire, or just use the console to add a couple flavor perks to your character

On a basic level, it's a game-wide consistency and balance patch. The things you'll notice immediately are the ammo weight, leveled lists not raining aid items on you, the increased importance placed on crafting, etc. You can carry several weapons, but you'll probably find yourself with a main and a few sidearms, and otherwise breaking down or selling ammo you don't need in order to get more of what you do need
The splash/limb damage kills me, but a mad bomber run would be very cool
You don't need limbs. Steady renders your limbs superfluous, and Eye for an Eye actually makes your limbs worthwhile. But if you *really* need your limbs, OWB loads you up with a few perks that reduce limb damage greatly. And Hit the Deck is generally enough to cover the splash damage. Get yourself Hit the Deck, decent armor, and some Med-X and you can just face tank all your own explosions.
I remember getting fucked by the raiders because I invested my skill in Endurance, so my gun does shit damage.

Play an explosives character. Use survival instead of medicine. Gimp your SPECIAL and rely on consumables instead. Take less common paths. Don't worry about completing quests, instead act in accordance with what your character would do.

Mr. House ending makes the most sense for a Lone Wanderer-turned-Courier just because he's a character with a vision like Liam Neeson was, but then he demands the destruction of the Brotherhood, which the Lone Wanderer might have a problem with unless he was only begrudgingly helping the BoS in the Capitol Wasteland.
I might just go with Yes Man ending, it makes the most sense for this character if House absolutely must go retard mode over the existence of the Brotherhood.

Legion logistics would be an utter PAIN. We know in modern conflicts you have to have entire teams with either 556 or 5.45. Meanwhile every legionary has a different weapon with a different type of ammo. I know they're a ragtag group who pillage anything they can, and then buy the rest, but this would be a logistics nightmare. The Vangraff deal would have added energy weapons and ammo too on top of that.
Legion logistics are an utter pain. They do have an industrial base which can manufacture ammo; but as was made clear in the game, the Legion heavily relies on its tribals to scrounge for supplies on their own. Unlike the NCR, they don't have century-old caravan companies to run their supplies. That's pretty much why you can talk Lanius down.
Also, you'd think Legion would have more marksman carbines, and service rifles, in their employ since they kill so many troopers. As far as I know, they only use a handful of assault carbines and marksman carbines and only in select high level areas. A service rifle with armor piercing rounds or an assault carbine is actually really dangeorus to the player since they cuts right through armor.
Also think the Legion could have reporposed Trooper chest plates more too.
Service Rifles and NCR Trooper Armor is trash according to the lore. The NCR suffers from massive corruption due to their method of supplying their military, it's so bad that the Kevlar plates are being ripped out of the armor and sold on the private market (primarily to mercs and the like). The Legion does make use of the shit it pillages from the NCR when they get it. As for marksman carbines, those are rare and expensive in general. They get reserved for the Legions elite, which at the time of New Vegas are mostly in the Legate's camp preparing for the attack instead of at the Fort.

It gets a little silly - NCR Trooper armor is a solid metal chest plate while the legion has more DT but runs around in Football gear. Only the Centurion has a proper metal plate and that's salvaged from Super Mutant armor. They should have went more with that, with various tiers of armor. Tier 1 is football pads + NCR trooper armor.

Oh yeah, Lonesome Road adds two locations which are clearly cut from the game: Dry wells and I-80. Dry Wells is all elite Legion gear and equipment for no reason (literally better equipped than the Fort or Legion camp). You can only visit them if irradiated since it cuts down on voice acting and questing them.
The default service rifle is well, er, serviceable. Presumably the lower damage than other 556 guns is simply because it's refurbished pre-war gear. It's just that it doesn't have enough damage and anyone with 10+ DT will laugh it off. You need armor piercing rounds to make it effective, and as far as I know by default NPCs will not use special ammo. In contrast the Assault Carbine is defacto -10 DT so it just shreds armored characters it's nothing.

No joke, F3 walked so FNV could run. NV is like 80% repurposed F3 assets, and the story and quests are HEAVILY rehashed and remixed from 3 and Van Buren. Rather than making a new game they remixed 3 from incoherent random ideas into something more seemless and coherent.
Both games are about two factions duking it out over a clean water source, and the stories play out remarkably similar. I keep seeing how FNV took ideas from Van Buren, but never seen anyone compare 3 and NV directly.

Well F3 is especially just remixing F1-F2's story, setting, characters, and mashing it all together without much thought. It's very obvious when Amata is repeating the overseer's speech about how you have to leave in 1. Except it's all incoherently mashed together. NV rather than a completely original game is looking at 3 and trying to fix it and make it so that it makes more sense and factions have proper motivations.
So Raiders in 3 are all mindless kill crazies who wear ragged clothing. There's no logic to any of this or motivation other than "bad guys". In NV, only the Fiends are dressed like this and it's because they're whacked out of their minds and as a faction are hated by everyone other than the Khans.
Not just re-used assets, but re-used story ideas and characters. Everyone acknlowedges lifting ideas from Van Buren, but not so much rehashing 3.

This is also why I don't want to have anything to do with Nuka Chemist, plus Mad Bomber is kinda meh outside if explosive purist builds, and I ain't even got demo expert. I'm thiiking of using Laser Commander for more consistent crits with my Compliance Regulator, Grunt for even crazier DPS with my ALSID, and Roughin' It so I can full heal every time I end combat. I still can't figure out what to do with the last perk slot.
