Two, the movie flopped because it was boring, plodding and uninspired. Throwing time-travel in was just icing. Not a perfect movie at all and first half of the movie is a bit rushed a bland, but the movie does get really fun by the end.

They wanted a real sequel with similar themes and perhaps a time skip to age everyone up (This probably should have been the case regardless, since both actors for the parents sound like seniors in the movie). Instead we got what felt like an extended episode of a TV series

While the movie absolutely failed to hit its mark (being "the" Buzz Lightyear movie that Andy might've seen in the 90s), the cartoon might not have been the right basis either. The cartoon is supposed to come off as a more sanitized and whimsical cash-in on a popular movie (kinda like what a bunch of hugely popular but not necessarily kid-oriented action movies got in the 80s and 90s). The cartoon succeeds at this, both for what it is in real life and what it's meant to be in the Toy Story setting.
