It was great, the fact such thing was accomplished in the 6th gen was incredible, I dreamed of what it could be done with the concept each time a new generation started but it was all in vain, tech advances but game development grows worse with how things like budget, resource team and deadlines are like now, The Incredible Hulk in 2008 proved how worse a new game for a new gen can be despite being "inspired" by Ultimate Destruction.
Prototype was good, but it wasn't Hulk, Radical Entertainment was working off what they already had done with Hulk, I wouldn't say it was the next step, it was a similar diverging path.
I really liked Prototype 1 (fuck 2), but there's something about Hulk's brute display of power that the virus biomass that is Zeus/Alex that just wasn't the same, it didn't hit the spot.
No, literally has less abilities to unlock than in the first game, Radical Entertainment reasoned that some stuff Alex did "was redundant as separate moves". The only thing Prototype 2 has over the first game is graphics, and in this type of game it doesn't matter.

Even if a new dev and publisher were actually willing to approach Marvel for a new game like that, I think it wouldn't happen; it has been years since Marvel under Disney have slowly distanced Hulk's image as a actual danger to the world around him, him being responsible for actual collateral deaths became a touchy subject even in the comics, avoiding the conversation altogether.
Ultimate Destruction outright says Hulk is more a monster than a hero, him killing people as collateral is a plot point near the end of the game.
A shame cuz that was rhe most interesting part about him where he was the win button in several occasions but the cost was always great due to his lack of control.
The Elbow Drop can only be bought about half way into the game though, it is not like you can use it from the start, and it is worthless in anywhere outside the city.

Prototype, by the same dev. I also enjoy The Incredible Hulk(2008), while it's not nearly as good as UD, it still is a enjoyable experience.
"by the same dev" is underselling it. Some of the bonus missions even have the same spawn patterns and score watermarks.

The sound design is good in all the games but Incredible Hulks is outstanding, playing on my Deck right now and its great
