I doubt that’s a major factor mainly because most people who play don’t limit themselves to Gen2 Pokémon in the first place, they just use the first things they encounter that happen to fit there team (hence the stereotypical team meme or Starter. Amphy, Red Gyarados, and 3 KANTOOOmons. Also your right that Johto lacking in Fire types (even when counting the gen1 options), but that’s a benefit most fire starters have since distribution of Fire types in general was fairly bad in all pre gen5 games. Hoeen is the best, Kanto’s is only slightly better but most are stone dependent or lategame. And if we all know the Sinnoh meme.

I don't want it to have an evolution, but it needs to have something. Either it's a complete redistribution of stats, a bunch of good moves added to its pool, or some sort of regional or new gimmick. Rapidash was already not very popular or great, but getting a regional made people appreciate it and want to use it a bit more. I think that's kind of what this thing needs because I always just see it as Electric Rapidash anyway

Kabutops would be more widely loved if he wasn't in literally three pokedexes in the entire franchise, not counting the national dex. In both of those games he's available very, VERY late, either just before the 7th badge in Kanto or in the Crown Tundra in Swsh. And the third game, you can't even get him, you have to transfer him from a Kanto game.
It's less of a Kabutops problem and more to do with fossil Pokémon in general. The ONLY time Game Freak got it right was in gen 6 where you could get an Amaura or Tyrunt before the second gym. Then they backtracked in gen 8 by having Arctozolt/Dracozolt/Dracovish/Arctovish only available mid-to-late game.
And don't forget how Black 2/White 2 made Carracosta and Archeops only available in the post-game as if fossil Pokémon only exist to be a gimmick. Would it really destroy the franchise if players could have a fossil Pokémon early on in a playthrough?

Funny that you use these two examples as opposites given that these are the only two gens with semi-popular fossilmons (relative to the rest of their dexes).
I really don't think it's that deep, people just latched onto some for one reason or another, but not the rest.
I personally believe that fossil Pokémon should be obtainable before mid-game. Also their evolution level requirements should be lowered some (like Amaura and Tyrunt having to be at least level 33 to evolve and not 39). Also the levels you get them at are atrocious (level 15 on Akala Island for Sun & Moon's example before you battle Olivia with her Pokémon being level 27 and Lycanroc at 28).

And that is because:
1. Tyrantrum is based on the tyrannosaurus Rex (a popular dinosaur) while Aurorus is beautiful (also doubling as an early-game Ice-type Pokémon people have been wanting)
2. Fisheous Rend and Bolt Beak are OP with Dracovish and Dracozolt having abilities (Strong Jaw and Hustle) to make those moves even stronger.

Kabutops would be more widely loved if he wasn't in literally three pokedexes in the entire franchise, not counting the national dex. In both of those games he's available very, VERY late, either just before the 7th badge in Kanto or in the Crown Tundra in Swsh. And the third game, you can't even get him, you have to transfer him from a Kanto game.

It's less of a Kabutops problem and more to do with fossil Pokémon in general. The ONLY time Game Freak got it right was in gen 6 where you could get an Amaura or Tyrunt before the second gym. Then they backtracked in gen 8 by having Arctozolt/Dracozolt/Dracovish/Arctovish only available mid-to-late game.
And don't forget how Black 2/White 2 made Carracosta and Archeops only available in the post-game as if fossil Pokémon only exist to be a gimmick. Would it really destroy the franchise if players could have a fossil Pokémon early on in a playthrough?

Funny that you use these two examples as opposites given that these are the only two gens with semi-popular fossilmons (relative to the rest of their dexes).
I really don't think it's that deep, people just latched onto some for one reason or another, but not the rest.
I personally believe that fossil Pokémon should be obtainable before mid-game. Also their evolution level requirements should be lowered some (like Amaura and Tyrunt having to be at least level 33 to evolve and not 39). Also the levels you get them at are atrocious (level 15 on Akala Island for Sun & Moon's example before you battle Olivia with her Pokémon being level 27 and Lycanroc at 28).

And that is because:
1. Tyrantrum is based on the tyrannosaurus Rex (a popular dinosaur) while Aurorus is beautiful (also doubling as an early-game Ice-type Pokémon people have been wanting)
2. Fisheous Rend and Bolt Beak are OP with Dracovish and Dracozolt having abilities (Strong Jaw and Hustle) to make those moves even stronger.
It's easy to guess why they're the most popular fossil Pokémon.

munchlax is supposed to be packaged seperately and was given it's own spotlight several times, mime jr, bonsly ect were just the new babymons

both were way too difficult to obtain during their debut
munchlax got it worse because it technically WAS available but was locked behind the most frustrating system in any pokemon game, there's relief in the idea that zorua just straight up can't be obtained
I am confident that this thing is only not popular because they made the bizarre to decision to have it only be found in two routes of one version of a game. It's an uglycute fat cat; it should have been well-liked.

I remember Munchlax and Bonsly in Gale of Darkness, and Munchlax was also shilled a lot in Pokemon Dash. I remember weavile and mime jr being shilled early on, too.

I always found it odd that the Glameow line is so rare over the course of the series, like nobody at game freak wanted them in any more games. Meanwhile Stunky/Skuntank are in X/Y, SW/SH, and Scarlet.

four legs doesn't mean a thing, Eeveelutions are some of the biggest furrymons
the real problem is availability - people don't like to acknowledge it but how available a pokemon is plays a major role in how popular it gets and you can only get a Type: Null after becoming champion
My personal issue with it is that type:null is an infinitely cooler and more interesting design than silvally

It's literally too generic. If you didn't know Pokemon it could be placed any any cartoon fantasy game and no one would bat an eye. Hydreigon mogs it in both edgyness and memorable design
