Grass is Ass. fun for a challenge/handicap.
I used it in Sapphire once and was shocked at how bad it was, probably the worst starter I have personally used. It relies on pound for way too long and gets walled by Wattson. He then gets walled again by Flannery but worse. By Winona its less of a problem because more party members are available but DAMN.
Grass is hard mode more often than not, (at least it was in my experience with Snivy and Rowlet) Snivy is a good comparison actually. a monograss starter that is the backbone of a playthrough, but needs a lot of help. Except that Serperior was like a suicide lead or a cleanup crew most of the time, Sceptile was like a liability. Meanwhile Blaziken feels like Goku/superman with the rest of the party being Krillin/aquaman along for the ride.
Combusken and Marshtomp are honestly beasts, they solo Hoenn. Starters are always good but those two are some of THE BEST and encounter very little resistance throughout their games. They make Treeko look especially bad.

His moveset doesn't really work well with his type and stat spread, but I pick him every time. Sceptile is pretty cool.
It's probably the tougher choice for the starters, from route 110 May to like Winona it's not gonna do as well (even in Normans gym battle, Slaking hits Grovyle hard), but it's still pretty good
In a vacuum he's almost as bad as Chikorita. In the context of the other Hoenn starters he's 4th place in a 3 man race. He never gets a second typing, so he's stuck with mono grass. While Blaziken gets the (now a staple) fire-fighting, and Swampert gets the godly water-ground, sceptile is just stuck with grass. Unfortunately grass still doesn't have as good of a move pool as it does in later gens (ignoring the fact that grass is generally the worst of the three types overall). Sceptile has a good special attack, and great speed, but speed only matters so much, and comes at the cost of worse HP, def, atk, and sp atk than Blaziken, again with worse typing.
And you'd think this region would be where Sceptile shines because of all the water pokemon, but half of the water pokemon will evolve or start with a poison, flying, or ice second typing.
Finally to really drive the dagger deep into its heart, the physical special split comes gen 4 and oops 75% of Sceptiles learnset is now physical which uses his 85 base attack stat vs his 105 special attack stat. Actually fucking depressing, and this is coming from someone who liked treeko and picked him on his first playthrough.

He's underrated. Early game with him is easy and he does well against all of the E4. Only struggles against Gyms 4 and 5.

What about Brawly and Wattson?
Is.... hard to use. You have to understand the best moments to use him, even grind at some spots.
Does this makes him bad? No. In fact, he is great.
Maybe he is mono grass, but he has a massive learning movepool, so he can be a great Jack of all trades.
He doesn't shine until he learns Leaf Blade, and when you get Winona's Aerial Ace, he can cover a lot of your team. Pursuit or Thief is good to so no Special enemies hurt him. And when he gets Dragon Claw? Is over, he is a monster.
I feel he was always meant to have Dragon as his second typing, but people walked back in the end, which is weird. At least his Mega gives him the edge he lacked.
Treecko is a bit gimmicky, but when you get his style, he is broken as fuck.

He's great. I honestly have no idea what the fuck most of these people are saying since they sound like underage. I've used him frequently and used the other starters as well on separate runs and I've never had a problem to note. The only starter that has ever felt like it's not pulling its weight for me was Serperior. Before anyone brings up Meganium, I already did a run of HGSS with just Meganium, Dunsparce, and low level HM slaves since I wanted to play with the first two.

I actually started with Treecko as a little boy, and the experience was so disappointing that I reset at Slateport to pick Torchic instead and never looked back
I gave it another shot a decade later and I still did not like using it at all; to this day I care nothing for Sceptile, sentimentally nor competively
if you can stay a bit ahead of the level curve and remember to lean into SpA Treecko feels fine, plays like a mediocre fast frail special attacker with underwhelming but workable coverage. playing from behind in levels you can really see his problems, move pool and stats clash, grass isn't an ideal offensive type, he's really reliant on STAB and items to feel like he actually hits hard, he folds pretty easy to SE moves
that said the line is pretty cool looking
