Every single one of them was a literal who in the original games. Lance got development in GSC, Lorelei got development in FRLG, Bruno remains as literal who as ever despite also being in GSC and Agatha is as fleshed out as she was originally, only appearing in RBY and remakes and doing absolutely nothing outside the E4.

I half-agree with you. Generally, with only a few exceptions, the Elite Four of any generation are just random elite Trainers placed as part of the final challenge of the main game. You get notable exceptions, like Lance or Flint, but largely none of them DO anything or have much personality.
Kanto's E4 is the only one that ever seems to get some kind of foreboding danger about them fitting the idea of a tough challenge in media outside the games. Gen 3's E4 is exceptionally forgettable.

Only E4 that people actually know the members. Ask a random fan about E4 (outside of current game) and the chances of knowing the kanto is higher than anyone else.
Not only they have know faces but also the chances of people knowing their actual teams and theme are also higher.
It's similar to how the original 151 pokemon are easily some of the most know monsters in the franchise or how if you ask about gym leaders the chances of a random person remembering kanto is higher.
They are special because they are memorable. No other E4 even gets close to this one in this aspect.
