          I think by villain they meant dark colored faction that the player is encouraged to be against. NCR could also be a villain, Vault 13 in F1 could be a villain, F2 has the Reno families to pit against. Ceasers Legion is meant to be the clear villain of NV like The Unity and Enclave were for F1 and F2. House doesn't really fit that.

    I mean the Enclave in 2 as a whole just mesh so well with the story. On an individual level? I would probably argue either Caesar from New Vegas or The Master from 1. For Caesar he is probably the most well argued and sensible in his motives compared to the others. For The Master his reveal is extremely memorable and well presented.

          Literally the only reason the Legion is the antagonist in game is because the writers said so, not because it makes any sense in universe. Him dying and leaving his empire to an even bigger moron in Lanius shows that he has no long term civilization sustaining plans, he's just a narcissist who wants to play despot with an army of sycophants, meek slaves, and people dumber than himself.

                The "average soldier" also uses guns, midwitAnon. Infact Prime Legionaries who are the default get WAY better guns than the NCR's wooden ARs. Who's the impractical force now?
                It's literally only the recruits who can spawn solely with melee weapons, who are fresh tribals they filter in skirmishes anyway.

                Yeah, that's why you see the NCR fielding mass waves of recruits as their primary force instead of every "NCR Recruit" in the game only existing inside Camp Mccarran.
                You can just admit you were wrong you know. Anyone that plays New Vegas can realize the Legion primarily shoots at them with firearms, and it's only ever a few melee rushing.

                You're mixing gameplay and setting, I'm talking about setting. Legion soldiers aren't very tough enemies for the player when they're melee only, so the legion recruits get replaced by prime legionaries as you go up through level lists. By the time you reach cottonwood or other legion bases the player's already hit the level cap that phases out legion recruits for primes when considering spawns for locations and patrols. Those prime legionaries and onward mostly use guns because those are more difficult for a player to fight than melee infantry. By no means does that mean prime legionaries are the default, or that there are somehow less legion recruits than vets and primes.

                Think about it from the perspective of simple attrition. There will always be more tribal fodder to act as the hastati in caesar's moronic pretend roman legion. There will not always be the more experienced principes or triarii, especially when said hastati are getting gunned down by the dozen because they decided to skimp out on giving their most common soldier a sword instead of a gun.

      The point of Caesar is that he's a fricking pseudointellectual egotist with no actual foresight. In terms of in-universe attributes, he's best described as having high perception, high luck, and below average intelligence and charisma. Even Lanius is smarter than he is.

            I would argue in terms of intellect it's relative to what the two focus on. Caesar is much better at pulling back from wartime while Lanius leans all in and guts people mercilessly likely showing intention of going even further into NCR territory. Lanius is a smarter warrior, we don't actually see proof beyond Avellone's claims of his handling of a nation.

          His name was Victor Presper. He was a mad scientist that was going to use the protagonist to capture these prisoners to be used as a vector to spread a virus (That either kills the host or renders them sterile) then cause some kind of nuclear holocaust on the infected.

          Who Presper is depends on the version.
          In the original Avellone version, Presper was essentially the leader of another PC party adventuring. He was actually a pre-war scientist who invented the ZAX. He unwittingly spread the blue flu (chinese virus that FEV was made to counter) everywhere. In the end, I believe you had to convince him the post world was worth saving.

          Sawyer’s presper was essentially Elijah only NCR instead of brotherhood. He wanted to nuke everyone because he thought the NCR was too complacent, iirc.

          Legion territory didn't exist in the Fallout setting until it was written into it, except Denver (from Van Buren). I have no idea who "those robot dudes" from 4 are. The Boomers were descended from Vault 34's inhabitants, and are the product of a gun culture developed over generations, so of course they're technologically sophisticated.
          The tribals in Legion territory were closer to the ones in Honest Hearts. Small, mutually hostile (or neutral) communities with distinct cultural quirks.

    The Legion are way more compelling
    They are brutal and almost primitive given their practice of slavery and their preference for melee weapons but they are not morons and arent going to attack you on sight like the enclave or the mutant hordes of The Master. They have real political aims and a structured society.

    The Master is the best Villain. I prefer Enclave as an overall faction because they're cool and their characters are fun and their goal is understandable but still despicable. I hate the Legion because I vastly dislike Caesar's origin, find the concept of an army of Roman Larpers deeply lame, and outside of Lanius (more conceptually than actually) I don't like a single character they have.

    The Legion feels very artificial because it's just one dorks pipe dream, and his origin is just a ling string if nonsensical ass pulls instead of something that feels like an organic consequence of the setting like other factions. Even the Institute's origin and overall character makes more sense than the Legion.

    They should have ditched the Romaboo stuff and just made it a natural consolidation of tribal power with a fitting aesthetic due to NCR expansion.
