It takes a decade to build a plant, it takes another decade to generate ROI, and by that time you already have to rebuild and renovate it to comply with new standards. Nuclear plants are always subsidized. Compare it to a gas plant or a wind farm, which you can build in less than a year and which will start to generate profit almost immediately.
