We haven't seen a pre-evo since gen 4. I think they stopped making them since they keep shooting themselves in the canonical foot with it.

Also there is a tyrogue-esque feature where if the atk equals def both male and female become bouffalant

Didn't know that, I stopped playing after gen 7. I actually welcome this change, I've always felt that retroactive pre-evolutions were too mechanically cumbersome.
What I did know is that Eevee can now evolve with the Leaf and Ice Stones, to evolve into Leafeon and Glaceon respectively. Now if only it could evolve into Espeon and Umbreon with the Sun and Moon Stones, or the Shiny and Dusk Stones. Shiny and Dusk Stones seem awfully redundant, now that I think about it.
Many of the new evolution mechanics are fun at first, but I think that in future generations they should be simplified, and to not feel so forced the change, justify a bit with the lore.
For example, you can say that the leaf stones and Ice stones are extracted from Sinnoh mines or in the case of Sylveon that the Shiny stone when given as a gift increases the happiness of a pokemon, for Umbreon and Espeon it is enough to say that their stones are meteor remnants that store solar/lunar energy.

That's exactly how I justified it in my headcanon. Newer Leaf Stones are actually chunks of Mossy Rock, and so on.
I even had headcanons for pre-evolutions back in gens 3-4. Basically, the incense causes developmental delays, which is why you get Azurill with Sea Incense, and you still get baby Marill without it.
Pre evolutions are awesome if they're actually catchable and not exclusive to breeding. Being able to catch stronger Pokémon in earlier routes through earlier forms, such as Munchlax or Elekid, is really neat.
It's regional forms that are fucking stupid. It's fine when it's a 1 to 1 translation, like Meowth or Samdshrew, or even alternate forms like Raichu, but when they give pokemon brand new evolutions EXCLUSIVE to regional forms, that's fucking horseshit and pisses me off

I agree if it's an extra evolution, such as Obstagoon or Mr. Rime. If it's an evolutionary parallel, such as Perrserker or Runerigus, I don't mind as much.

it makes no sense with the rest of the bellsprout family. it would end up in a Bellossom situation where it ends up being hated for not matching a family it was forced into rather than being appreciated for its own merits.
I think Bellossom has green skin because Nintendo didn't want another racism scandal. Earlier art of Bellossom had the same skin color as the Oddish line, but coupled with the rest of its design, it could be misconstrued as "racist."
Green skin works better anyways since it's supposed to be the "day" evolution and green obviously means chlorophyll (vileplume doesn't have chlorophyll as an ability if I believe hard enough that it doesn't)
