No, it's specifically OCG cards that cannot be used in TCG tournaments, regardless of what country you're from.
Let me explain further. You can use cards with different languages in tournaments as long as you have the description of the card in your language. The reason why OCG cards are banned is because Konami treats the TCG and OCG as two different card games. The cards are even made of different material.
It's pretty much one big region locking mechanism to keep us from buying their cards.

Not being able to use non fusions is a problem in Tearlaments because they like being able to use cards like Abyss Dweller and Chaos Ruler. Because Tear is too much of a fair and balanced deck to have summoning locks of any kind.

Definitely not in Master Duel, which I'll explain. The deck is decent enough but it kind of has the same problems as Branded where running Branded with some other archetype is inferior to Branded pure. Except Tear it's the opportunity cost of now not running Ishizu. Branded Tearlaments also has a big issue pure Tear doesn't have, Branded Fusion is going to lock you into Fusions on your turn. That means the deck is even weaker to Fusion hate, and you lose out on the Xyz and Synchro plays for Tear Ishizu which was one of the reasons that piled up to Tear being broken as fuck. Barely anyone was playing Branded Tear in the Tear Ishizu era unless it was for fun.
Been trying out P.U.N.K. and am really liking it so far, any tips on finishing up the deck? I feel like I need more backrow removal and don't know what else I should have in the ED.
I guess you could throw in baronne if you have one since you can technically make her with a level 8 and an E-telly into Gamma. Other than that, I guess more generic Link staples since pure PUNK can only really make level 8 and 11 synchros.

Because we're still in POTE season. Each core set in card game, coincides with one of the seasons of the year, for 4 core sets a year:
POTE is Spring (Feb - Apr)
DABL is Summer (May - Jul)
PHHY is Autumn (Aug - Oct)
CYAC is Winter (Nov - Jan)
DABL and all the support sets and structure decks that coincided with it (like Amazing Defenders and Dark World) will release during the Summer window. Now it's true that occasionally we get things a little early (or late), but that's more so the exception, not the rule. For example, the Albaz banner still fell within the Autumn season release that it originally had in the OCG. And the DM delay was moreso a special occasion. If anything, it seems they swapped it with the Albaz DIFO and POTE cards they released early with the Branded pack.
In all likelyhood, you'll be seeing Blackwings sometime between May and July in the form of a structure deck, while Kashtira, Bystials, and Dark World all get banners paired with Mikankos, Purrely, and Rescue Ace in some way.

Man playing weather when runick came out was so fun. It was one of the few if not the only deck that could play under skill drain, rivalry and tcboo all at the same time. The duels were long, but damm if it didn't feel nice outresourcing those fags and their million floodgates, even when going second.
Now that people pair runick with spright the matchup is quite unfavorable. One well timed spell negate and it's over.

I just dont understand why mystic mine should be banned, i get not playing for 40 turns can be disturbing but when the enemy can play for so long that i finish 1 league of legends game, summon 23 monsters with 10 negates and then somehow lose in my turn or when the other person plays for 20 mins round one and grabs all exodia cards after playing 20 cards so i don't get to play doesn't really make sense to not be banned.
