You can't superpoly any barrier statue into Garura, except the Dark one. Same family of rulings as Rivalry, Gozen, TCBOO, etc., you can't even attempt to summon a monster illegally, even if paying the cost of the summon would make it legal at resolution.
You can't attempt to summon it while the Barrier Statue is on the field, even if you would use the Statue as cost. You can't Kaiju the Wind Barrier Statue with anything except the moth for the same reason.
Yes, it's the reason some Swordsoul lists run Rivalry. There's no wyrm kaiju, so you can't kaiju their board, even if you'd be sacrificing their entire field such that there's never more than one type of monster on the field.
In essence, it's an extension of the general rule that you're not allowed to attempt actions that aren't legal according to the current gamestate.

Red Reboot is moronic in a best of 3. It completely insta-murders any trap based deck which despite people's butthurt and rage, do deserve to exist. Also I don't think Eldlich is even meta in the TCG right now. At the very least it's not a best deck.
Red Reboot essentially insta wins vs any trap deck. You shut down their whole turn, and then you can just link climb into Accesscode or whatever to pop their whole back row, or just do whatever to OTK them, or put out a strong enough board that you can negate whatever traps they flip next turn because the whole point of the traps was to stop you from setting up in the first place.
So it's extremely popular in TCG because you put it in your side board then in games 2/3 you put it in your deck if they're playing a trap focused deck, and if you draw it, then congratulations! You instantly win!
In MD it mostly sucks because it's only good vs 1 specific type of deck which makes up maybe 15% of matches you'll be in.

I feel like its also a less bricky answer to multi-negate boards which have pretty much all but taken over modern yugioh. you take your turn and you have to fight through like 4 different quick effect interactions before you can even get to the battlephase. this lets you punish those kind of turbo antifun deck and decks that overextend I guess? maybe the idea from here is that we slowly sink back to 1 monster, set 2 pass?
Problem is that just like every "this card can help against meta boards" card it can also be abused by said boards and better, so in the end the balance tool only gives more ammo to already powerful decks

Most decks are based around an archetype. Usually the key to deck customization comes from your tec choices. Yugioh has pretty much been this was for 2 decades now it's just that archetypes are the name of the game instead of obviously stupidly strong generic cards like BLS and Chaos Sorc

The name of the game right now is engines. PUNK engines, Adventure Engines, DPE engines. Combos that don't interfere with your current deck's combo so even if they get stopped it doesn't matter and you can just go back to doing what your normally does.

Feelsgood beating meta shit with magikey dino rabbits edition. Ready/instant fusion really helps the deck with establishing a good endboard consistently too. 2 monster negates, 1 spell/trap negate that changes attributes, 1 trap hole like effect, and a hand rip (or any other level 8 synch/rank 4 effect like abyss dweller)

The fun starts when you have an absolute dogshit hand, or get handtrapped and have to fenagle yourself out to make a decent board still.

You could easily just make the arrows not count if they're not pointing to a zone, like they fizzle out or whatever in-lore. So putting a link in defense would change the arrows and offer up a new level of strategy. I think that would be a cool compromise.

The capping on block dragon does prevent patently absurd boards but with a bit of The Heart of the Cards I actually cleared round 2 of the event with little issue.
If you control no monsters on the field with this card's name, you can Special Summon this card from your deck, then Special Summon any number of monsters from your Extra Deck up to the number of cards in your hand (these are counted as being properly Summoned) BUT you lose 200 LP for every monster summoned and draw 2 cards
Replace lose 200LP with gain 200LP and the opponent takes 200LP. So many cards just randomly inflict burn or heal for no reason other than I don't know, time rules.

It's a different game where you have 3 main monster zones, no main phase 2, a vastly smaller card pool, and dumb skills like "once per game you can activate this out of no where to make your monsters a different level so you an do an xyz summon or something". Also it's 5x harder to get the cards you want in that game.

Duel Links is basically the way they fight in Vrains, shorter fast duels with small field, has nothing to do with Master Duel, and has a really bad monetization over the cards

Duel links has voice acting, several side activities for solo play, deck loaners, hundreds of playmats, hundreds of sleeves, several multiplayer events that are very different from each other and even an over-arching plot.
Master duel could obviously try to copy some of the polishing DL has.
I guess with MD they were confident that since it's such a popular card game an official sim would be fine without all the bells and whistles, whereas Cross Duel without the voice lines and cool animated 3D monsters wouldn't survive very long.

Effect Veiler still has advantages in being a light monster for things like Chaos Ruler, being good for decks that draw during their opponent's turn so it isn't dead because you have a board, being a Small World bridge, still being a normal summonable tuner in weird game states, etc.
Imperm is generally better, but some decks would rather have Veiler.

I literally read Wicked when I was in high school . I had heard of the play and I was curious. picked up the book and did not expect it to be such a melodramatic Lifetime Movie Network GIRLBOSS romp.
the talking Goat teacher preaching for animal rights, the random traveling John Redcorn rapeman man and how munchkin were treated like some sort of wierd secondclass citizen, how the wicked witch was just misunderstood and its everyone else who was close minded conformist snobs but at the end she decides to "play her part" and become "Evil" like everyone thinks she is and how she really only wants the shoes for a actual legitimate non nefarious reason.
I know whats her frick had a sister who was pink but she wasnt a butthole like Darth Maul. which is why choosing that kind of casting confuses me. she was a neutral character up until the house got dropped on her but I mean thats how Oz's adventure begins so... why in this art are they fighting?

Red Reboot essentially insta wins vs any trap deck. You shut down their whole turn, and then you can just link climb into Accesscode or whatever to pop their whole back row, or just do whatever to OTK them, or put out a strong enough board that you can negate whatever traps they flip next turn because the whole point of the traps was to stop you from setting up in the first place.
So it's extremely popular in TCG because you put it in your side board then in games 2/3 you put it in your deck if they're playing a trap focused deck, and if you draw it, then congratulations! You instantly win!
In MD it mostly sucks because it's only good vs 1 specific type of deck which makes up maybe 15% of matches you'll be in.

I feel like its also a less bricky answer to multi-negate boards which have pretty much all but taken over modern yugioh. you take your turn and you have to fight through like 4 different quick effect interactions before you can even get to the battlephase. this lets you punish those kind of turbo antifun deck and decks that overextend I guess? maybe the idea from here is that we slowly sink back to 1 monster, set 2 pass?
Problem is that just like every "this card can help against meta boards" card it can also be abused by said boards and better, so in the end the balance tool only gives more ammo to already powerful decks

The name of the game right now is engines. PUNK engines, Adventure Engines, DPE engines. Combos that don't interfere with your current deck's combo so even if they get stopped it doesn't matter and you can just go back to doing what your normally does.
I'm sure this has happened to you too: you use drnm, you're free to start your own board, then BAM, superpoly, they have a new monster and you don't have anything and you didn't draw any other board breaker so all his monsters are live next turn again. There's a reason the best decks are the ones that can help and on a set disruption besides their multinegate board

You could easily just make the arrows not count if they're not pointing to a zone, like they fizzle out or whatever in-lore. So putting a link in defense would change the arrows and offer up a new level of strategy. I think that would be a cool compromise.
Not really. Because then what happens if you Stop Attack a monster like Altergeist Hexstia. Which way do you turn the card. Will you make it so Konami has make a new rule that states all defense position monsters must be turned 90 degrees clockwise. Or do you get to choose which way Hexstia turns? Or does the controller of Hexstia gets to choose it.
There's also some Link Monsters that are balanced by having their arrows only point upwards towards the opponent, turning them sideways would have to be considered,

The capping on block dragon does prevent patently absurd boards but with a bit of The Heart of the Cards I actually cleared round 2 of the event with little issue.

Duel links has voice acting, several side activities for solo play, deck loaners, hundreds of playmats, hundreds of sleeves, several multiplayer events that are very different from each other and even an over-arching plot.
Master duel could obviously try to copy some of the polishing DL has.
