This doesn't make any sense. During the PS2 generation the highest seller was San Andreas at like 15 million. During the next generation there were multiple AAA franchises selling more than that every single year. On top of that there was the massive Wii audience, why is the revenue stream barely changed?
perhaps its only taking into account marginal profits, where over the years the increasing cost of games outweighs gained profits?

I think what people fail to consider that this massive revenue from the mobile market is literally limited to a handful of the most popular games. I don't know the actual numbers but if I had to guess it's probably within top 30 or so of them.
An average mobile game probably brings little no revenue. That's why there are app developers that sometimes will make a dozen or so of them, release them all and see what actually sticks.
