Most people don't have access to or space for an actual arcade cabinet. They're a pain in the ass to move, require maintenance with parts that are difficult to find and the majority of them are in shit condition.
finally, this is the one i've been waiting for. i'd like to buy a full size cabinet one day, but this will be pretty cool until i feel like sitting down and working out a full size solution.

Since Mahvul is a 31khz game it is very friendly with a standard PC CRT monitor. Just buy an empty shell arcade cabinet, either a kit or a used cab, and install a PC CRT + Dreamcast. No soldering or electrical knowledge needed. Since it's a DC you get all the other games for the system as well like Super Turbo, CVS 1/2, KOF 98/2002, Garou. Easy to install a PS2 for even more options.

There are a lot of ways to do this and it works better than a cabinet. You can even get a 480p video monitor if you look around.
