As usual, any game company should never ever open or relocate anything to the US. People piss and shid their pants over Deathloop but playing through it right now and it's way less worse than the shitstorm it created, it's just an inoffensive mix of The Prisoner, Blaxploitation and other 70s tropes. Gameplay wise after being bombarded by 90 different tutorial popups it's a relatively good imsim that doesn't force you into a playstyle like Dishonored.
I don't have any hopes for Redfall though, I for some reason I think the blame will fall on Arkane France.
Arkane Austin opened in mid 2000s and the entire studio was bought by Zenimax in like 2010. It's not been a french company since Dishonered 1, good or bad games.
i liked deathloop. i didn't think it was as good as prey, but like you said it was inoffensive, and i actually liked the black characters because they acted like people and not stereotypes. it also has weak replayability but so did Prey-- kind of an achilles heel of the imsim genre imo.
Deathloop isn't even the best French-developed immersive sim with supernatural abilities about being in a loop.

Deathloop and death of the outsider are the definition of "it's alright". Deathloop released with a retarded conclusion to the break the loop ending and they recently gave it an actual conclusion. The multiplayer was shitty, but Deathloop was surprisingly okay, same with death of the outsider but woke shit doesn't infuriate me as much as other people, I just find it annoying.

I don't have any high hopes for the gameplay either considering AAA games are always fearful of requiring people to COOPERATE in their COOP GAMES. From what I've seen it's just a standard looter shooter except you have quest locations with various points of entry and stealth is an option. Like another anon said, it's not that different from the latest Ubislop Ghost Recon games.
I'm curious if a good coop immersive sim game is possible though. I think a first requirement is having very different playstyles from each character so someone can do everything alone but in a very inefficient way. One of the reasons I think so many people like Deep Rock Galactic, even if it's not close at all to an immersive sim, is each class interacts with each other and every randomly generated level has a different solution. The problem is that since the game has been thought of being playable in coop from the start, you know it's already going to be less ambitious is player agency than Prey, Dishonored or Deathloop. What we get in exchange is some looter shooter and I don't think it's worth the trade.
