With how AI machine learning shit is going you could already make a seriously impressive Spore-like game, if you had the budget and time to do it anyway. Something no big publisher would be willing to do over FIFA 2023 or Call of Battlefield 37.

Spore was a pathetic failure that ended Will Wright's career, so probably not.
Only people making spore-like games are fans that have too many ideas and not enough money and workforce to make them a reality. Unless another major studio decides to make a game like Spore, we will never see one.
