Turns out getting to know people before they become your friends and having some harmless conflicts going between them is a million times more interesting than a group of literally who's who act like they are your best buddies.

Nemona was a very good compromise as far as rivals go. She’s competitive without being an asshole, so she can be your friend and still want to test herself against you.
Arven I feel is more of a better character than a rival. I can get behind a boy who wants to help his pupper heal and recover from serious injuries, and he was pretty compelling the whole way through the Titan missions and great in area 0

Arven was the best character and even then he was discount Lillie.
Nemona was fine but she really needed some conflict.

Agreed, he is pretty much the same character trope as Lillie but with actual depth and a motivation beyond family issues. And unlike Lillie he had to accept that his family died by the end instead of a deus ex machina of friendship.
That said Nemona is just spamming the fight button and Penny has a background less interesting than gen 6 "rivals". And that's a feat of bad writing.
Arven is also largely independent as a character, he only needs help with the titans. Lillie can't do shit on her own, so we constantly have to hold her hand and slog through her(!) cutscenes. That makes her far more annoying than Arven. People just like her more because they can coom to her
And Nemona isn't that bad. The Area Zero and postgame stuff shows that she has pretty much literal autism which makes it hard for her to find friends. Battling is her special interest and she saw your potential which is why she's instantly clinging to you

arven is lili well done this last game during is no more a pretty accessory and that's it and the only moments of development that he has are during the bridge and when mother yells at him being very anticlimactic and then he goes off to kanto while growing arven is more costly having to change and accept your reality

Ok, so like, legit discussion, what do people actually like about previous rivals? Mostly the "asshole" rivals, they just don't seem to have that much more personality than any other rival. And if they do, I would actually like to know
It's just a mix of nostalgia and the fact that it feels more satisfying to kick someone's ass in a battle when they're assholes.
Assholes are just good rival material.
Someone telling you, "Smell ya later" is perfectly hateable so kicking his ass feels good at a basic level.

No. Rivals were only good in the first 2 gens.
Arven was fun. Nemona was generic but somewhat enjoyable. I wanted to trip Penny in Area Zero and watch her body fall down until it landed into tiny bloody bits, then feed the bits to my paradox Salamence
Nobody seems to care about Penny but the amount of lust Nemona and Arven have provoked among fans is insane.
To be fair, Penny has her own close friends in Team Star, so she isn't really supposed to have a close connection to the MC I think. Arven and Nemona are actually the MC's friends, Arven even calls them his best friend iirc.
Doesn't help that her design is by far the weakest out of the three.
