TWINE is on my list, I tried the psx version and was not impressed, I've heard the 64 version is much better. I don't think the other two would really fit what I'm looking for, good games though.
Yeah, TWINE on N64 is a completely different (and superior) game than the PS1 version.

Well, sometimes it was at least, like in one level you need to hit a series of switches in order to turn on generators that in turn...you get me.
shadows of the empire is way too varied gameplay wise to be described that way

Global Operations
Play the other Bond games. They try to imitate Goldeneye in a lot of ways, and although they’re way more linear they do have the occasional ovjective based gameplay.
I particularly enjoyed TWINE, Agent Under Fire, and Nightfire.
Also, it’s a third person game, but check out Mission Impossible on N64. I think that’s the feel you’re looking for.
