    Factually wrong, there are multiple Legions with higher quotas of loyalists, even approaching 100 percent in some cases. The Imperial Fists are an example that comes to mind.

        The recent Liber Hereticus mentions it, and IW even got a named loyalist in HH 1e. I'm not sure what the exact number of loyalists are, but there are multiple mentions of them in the lore.

      It's one of the earlier HH novels, it's remarked that of all the Traitor Legions (they don't know about the Alpha Legion) the IW have the most who are refusing to side with Perturabo, causing the traitors to need to retake a lot of IW-held fortresses because it's loyalist IW holding them.
