By benching her and making a caster merc instead
Swap her third and second place slot with Active Missile and Counterspell. Make sure she's got an arcane Tier as her main accessory and make sure to re-up buffs whenever they go down. Keep her away from combat but dont hang too far off the front line because the melee fighters need Uncanny Perception and Mana-Phase in order to optimize crit damage and reset CC cooldowns.

Also be sure to stack Spell Burn early if you dont have any ranged attackers. If you've got a paladin or a ranger covering res you should be fine in most fights.

She is a freaking wizard, she can learn any spell from a scroll. What more do you want?
Bench her and use the goblin instead. That little fricker with sneak attack four enemies to death before she can get a single spell off.
She is useful during troll act. I hate using alchemical vials, and she has cantrips.

With the rogue level she makes sense to be a sneak attack caster. Dont really worry about giving her too many cc spells, her DC will suck comparably. Make sure she can hit the touch AC and keep the enemy vulnerable to sneak attacks and let her rip with scorching ray
Have her weapon spec in rays / ray spells and multiclass into Arcane Trickster as soon as possible and max it. There aren't many rays at the earlier levels so just have her use an x-bow for a while, casting utility spells like haste and that one yellow fist spell that gives +2 to rolls, I can't remember the name, and then whatever DPS spells you like, preferably the rays if you have the focus. Later on when you can get some more ray spells, the better ones like Disintegrate, she becomes probably the best DPS in the party, where her sneak damage can 1-shot just about anything.

You use her to cast touch magic spells so she can sneak attack with them and do moron damage, only bad thing about Octavia is the 1 level in Rogue means she'll be slightly behind a pure Wizard in terms of spell progression

Look at the Rogue skill tree.
The first 4 rogue levels are always overpowered, so you upgrade Rogue to level 4.
Then you go Sword Saint the rest of the way. Duelist Sword specialisation is cool too.
Frick spellcasters, they are all weaksauce.
Never level her in rogue just take the extra sneak attack feat so you qualify for arcane trickster then hellfire ray everything.

Mageplebs always struggle because the class is weak in this setting.
Lvl 16 wizard in this setting has his tower located inside the actual star. Is this not powerful for you?
The journey matters. Being a grease bot throughout most of the game isn't "powerful".
Slaughtering people with your Sword Saint / Rogue Dueling sword feels powerful.
That's why OP is struggling.

That's why dual Rogue front lines are actually extremely powerful.
Aldori Defender Duelist is actually extremely powerful for Octavia as well.
Aldori defender give free Dueling Sowrd Proficiency which is very powerful in this game.
It five her a ton of feats to make her strong melee class.
It gives her Weapon Training which makes her the only NPC who can use Duelist Gloves.
A few Rogue levels will only enhance this even further.

Octavia get 33 AC if you stack up Duelist with Sword Saint + a few Rogue levels.

You could get it even higher by selecting Crane Style, Crane Wing and fighting Defensively.
Melee Octavia is pretty powerful.

Get the Arcane Trickster prestige class. Get some offense spells and watch the Sneak Attack damage pile up.
I don't know why Rogues suck in Pathfinder games. Almost every single melee class has +12 Fortitude saves at max level. That's so they don't die from instant-death moves from lategame enemies. The rogue is a melee class that has only +6 Fortitude and it also doesn't get full base attack bonus (only +15) while certain classes get +20 (not even including buffs and other passives). I know it has debilitating attacks that weaken the target's AC, but that's only if the rogue actually connects the attack. The rogue can't cast magic without the Eldritch Scoundrel archetype, and that also diminishes it's physical attack potential. The rogue also doesn't have good armor class bonuses and doesn't equip shields because Sneak Attack works better with two weapons. And what if you face enemies that are immune to precision damage or sneak attack? Then the rogue is just fricking useless. It just needs a huge overhaul. If I were to buff the rogue, I would give it +12 Fortitude at level 20, full BAB, and a gradual +5 dodge bonus passive. Every other class in the game is better than a rogue. There is no excuse to why the base class Rogue is so much weaker than the hybrid class Slayer.

Rogues are awesome.
Finesse Training is neat, it's build into the class so you don't have to pick Slashing Grace.
Debilitating injury is OP.as frick.
You get Evasion.
You get Uncanny Dodge.
You get Weapon Finesse.
You get 2 feats
You get 2D6 sneaks
All of that in a small Multiclass package of 4 levels.

I'm talking about as a pure 20 class. It's really bad. The only good archetypes it has are Knife Master and Eldritch Scoundrel.
Uncanny Dodge is only good when fighting other enemies with Sneak Attack or other quick enemies. Just be faster at initiative and you won't even need it. Other classes have Evasion. Other classes can weaken enemies with debuffs. Dex weapons aren't always that great because you typically don't get the extra bonus modifier on two-handed weapons that you would normally get with a Str weapon. And I already mentioned that enemies can be immune to sneak attack damage. Rogues also can't buff the party members or heal. So it's job is to deal damage, which it can't do well. But at least it has Trapfinding and all those extra skills.

That's still fine for a flanker. The Advanced Rogue talents are extremely potent which you get 6 of those. Take a look into the catalogue of advanced Rogue talents.
Then go for a Slayer then.

I just realised it's a massive mistake to not roll with a 2 handed weapon when you are a Sword Saint.
The question is just wether or not there exist agile 2 handed weapons.
The Rogue class' Finesse training is sort of wasted if you don't have an agile weapon.

All you can really do with her is spam sirocco.

I speced her into using mostly fire damage spells and a bow
Transmutation spells suck so i just ignore it
