                I don't think it really lands. So space marines can't be heroic because they're "brutal", but they're still undeniably less brutal than the antagonist factions. Making the emperor a mystery doesn't increase the irony, it makes it a mystery how ironic it could be. The emperor could be dead and false, but he could also be noble and alive, and that doesn't increase the misery displayed either way because we have no way of knowing.
                The whole thing is very Rorschach. It's just not very good at convincing people that their reading on it is wrong.

        The original writers were just throwing in cool things that might fit. The idea was meant to have different factions of the imperium, some more or less crazy/ignorant than others, and the further out systems were less under imperial control like far flung Roman provinces, so could or had to run autonomously for long periods of time, for better or worse for the people there.

        It's also a product I think of the game and most of the lore only really showing the "cool" bits. There aren't any books about factory world serfs asking for days off or better pay and being made into a servitor as punishment. They don't show a hive worlder living in fear that someone higher-up find their tithe lacking. They don't tell stories about planetary defense forces being executed for failing to stop an insurrection. Only some of the books even touch on how for an ordinary human who grew up on stories about the emperor's angels of death, witnessing space marine drop pods raining from the sky is a terrifying sight heralding doom. In the grim darkness of the future, there is only war, and war really sucks.

    40k originally was meant to be approached more as a part of its history, like a fictional historical setting, but with a load of humour and silliness in, mixing high and low writing.
    The later writers became much more pro faced and lost both.
