If you like this kind of server what would you want to see in a new one that you don't like in the others?
I used to play anarchy a long time ago but the hackers made it unplayable. Is cheating still an issue?

The comfiest experience for me was always building in survival raid servers. You can raid other players to get materials and stuff, and usually there's trade features as well.
Having raiding means there's incentive to hide your builds way out far, or underground, etc. They almost always get raided or found eventually so you're always moving on and finding new places and building new things.
