        They do not have full rights to Pokemon. You'd be surprised how little control Nintendo has over the IP despite being one of its publishers. The IP is split about evenly between Nintendo, Game Freak, and Creatures. Nintendo does have a stake in Creatures, but they do not own Creatures so they have a roughly 33% share over the IP... which is lumped in with the rest of it in a joint venture, that's The Pokemon Company.

        That's why GF is allowed to make such unpolished garbage. Nothing Nintendo ever releases is anywhere near as unpolished as Sword and Shield or Scarlet and Violet. That's all Game Freak. Hell, Masuda himself even said outright that Nintendo can't pressure GF into doing shit. That's what happens when you're an independent studio who owns 1/3 of the biggest IP on the planet.

        In short, Nintendo owns roughly 33% of Pokemon "officially" while two other companies own the remaining 66% (assumingly equally). However, one of those companies, Creatures, Inc., is a business that Nintendo has a further, undisclosed percentage of stock in.

        It's generally accepted that the big N owns over 50% of the Creatures company, meaning they virtually own 66% of Pokemon.

        Which, given the fact that there seems to be a smokescreen in place to uncover this information, is probably the case.

          It's a combination of Game Freak's existing incompetent staff and their refusal to expand their dev teams beyond the small scope of their studio. It's funny, Pokemon sells numbers most AAA studios would kill for, consistently at that, but they obviously don't do it on a AAA budget.

          Simply put, the people in charge of mainline Pokemon have lost all of their passion for the IP. Maybe it's because they got older, or maybe they're simply frustrated that their non-Pokemon projects, and therefor their efforts not tied to Nintendo, have all fallen flat. Either way, it's clear they want to do anything but Pokemon, but Pokemon is what pays the bills so they just treated it from a cynical point of view.

          It's up to GF to animate them, which isn't an unreasonable task. The hardest part was getting X and Y's roster done. They could have gradually improved the animations over time with each iteration while making better ones for the new Pokemon that get added... but instead they chose the lazy route.

          The actual models themselves are really good and most spinoff titles use them as well. If you've ever seen the arcade games from Japan, they also use the same models, but actually put some more effort into their presentation. It's like night and day.
