To be fair, OP said "revisited", meaning it's counting Dash but nothing concrete as a racer
She said "no racer" before that.

Racing on foot being weird is probably why there isn’t a Mario Kart scale Pokémon racer, and just putting the mons in karts would feel weird.
I could see an aerial racing game, though. Have it so the “pilots” are smaller mons (Pikachu, Eevee, etc.) and the “karts” are larger flying mons (Altaria, Pidgeot, etc.) and then you zoom around various game-inspired “tracks.”
