If it happened to have any bugfixes they would've been dumb enough to ignore the censorship. Same thing happened with GCN Skies of Arcadia.
The funny part is that Treehouse wasn't even completely thorough with their censorship. Tsubasa still has a sidequest that involves her doing a commercial for a soda that has her in the swimsuit that she wears in the censored photo shoot earlier in the game (that was also removed from the costume shop for you to purchase and make her wear whenever). You get an attack from completing that side quest that has Tsubasa in the swimsuit, too.
Censoring Aversa's cleavage in the cinematic and not in the battle was pretty amusing. It's just so absurdly all over the place.
I have a theory that they prioritized censoring early game cutscenes specifically, the stuff that would be showing up in trailers and previews for the game leading up to its release. It'd explain things like why Aversa's cleavage was only censored in the cutscene but not in the battle that immediately follows, or how Tsubasa's swimsuit managed to remain in the game in any capacity through an optional sidequest and battle skill.

I still don't understand why Sega was so adamant about Soul Hackers of all things becoming a new major franchise. I think the game is fine, if not flawed in some areas, but it doesn't do anything in particular that lived up to Sega's unreasonable hype and expectations.
