    You have let Mark Zuckerberg take over one of the greatest architectural feats and generator of resources known to man. He tells you he is going to do all sorts of crazy shit™ with it. In reality, he will do nothing. He will keep your hard work, all that fresh water, and electricity to enrich himself. Instead of taking his place and doing what you want, you instead fed his ego and accomplished his dream of controlling a useless strip of land only good at tricking people into handing over their money.

    He's genuinely extremely smart(he predicted the great war and was only off by a few hours iirc, which is insane), he wants to do more than just survive on the planet, and he doesn't really give a shit about the stupid politics involved in Vegas. Also he's your initial employer. He's genuinely one of the best choices, with his only real issue being his massive ego(which is mostly warranted given his feats but still).

    One of the running themes of the series is that people in the 2070s were genuinely insane in a way that guaranteed total nuclear annihilation. Everyone you meet that dates back to prewar times, from ghouls to AIs (even the cryogenically-frozen player character in Fallout 4) is crazy in some fashion.

    House isn't really developed enough as a character to make any definitive judgements about his goals but what we do get does not really paint a kind picture of the man: an absolutely ruthless businessman who even screwed over his own family in pursuit of wealth and power. If he had noble aims his businesses (REPCONN, Robco's defense and civil protection contracts) did not reflect that. He might be telling the truth about his plan to preserve humanity by sending it into space but he is leaving out that, like the Enclave, he doesn't really consider the people surviving in the wasteland to be entirely human (see his comments on the tribes who were living in Vegas when he woke up).

    House is just a crappy keeping the status quo ending, Bad writing on obsidian's part.

    I wished they made House of a shades of grey character with the ends justify the means style. Say like he had a plan to launch Vault-tec's GECK and restore America to its pre-war glory days but at the cost of say killing off both the NCR and Caesar's legion would be amazing.

    It would put the player in the greyest of moral dilemma areas where they would have to sacrifice the lives of thousands in order to save millions.
