I have a 94 avg on ulduar hard modes but I think I still won't be able to get into raids with 4700 gs
should be able to get into trade chat pugs for 10/25m togc pretty easily at that gear level, 10m can 5/5h no problem, 25m can do 5/5 heroic but a lot of pugs are 4/5 and just do anub on normal because he requires healers to have a brain

no problem, at upper 4000s you can probably do a 10m ICC as well, may not get lich king and will probably only do ldw/gunship/rotface on heroic (they're very easy), but if you're a class that brings a valuable buff/debuff/utility you can probably find your way into one and scoop some gear that way. Also don't forget that the VoA boss drops the latest tier, gloves and pants at ilvl 251 and 264 for 10 and 25m respectively, can probably find a spec run for that or build your own without much effort. The daily heroic/gamma give 5 emblems of frost a day which you can use to buy 264 and tier as well
