Because the whole point of RE originally was to be a b-grade schlocky movie as a game. Capcom even went as far as to film fmv cut-scenes with American actors for the intro of the game. Funny enough this meant that in RE:1/Biohazard:1 the English dub is actually the original audio.

It's not a retcon, Ada canonically never gave Wesker the RE4 Master plaga and gave it to her own employers. The cutscene just makes it more obvious and probably is throwing in some sequelbait for a present-day Leon adventure or something with yet another mystery pharmaceutical company or something. Or at least attempts to frame it as Wesker being too crazy even by Ada's levels of tolerance.

So this is kinda gonna be long because the series overall plot is a complete mess from stops and starts of plotlines they just abandon in the next game since they get stuck but essentially:
He's an Umbrella employee who was inserted as the Captain of STARS of the RPD (Chris, Jill & Barry's unit) to act as a Spy in the RPD for them. But before that he was a viroligist who worked with Birkin who would go on to develop the G-Virus and cause the accerleration of Raccoon Citys outbreak. When the events of RE0 happened and both laps in the Arklay mountains had outbreaks him and Birkin decided to jump ship to other organisations. Birkin stayed to develop and then sell the G-Virus to the US Government (which causes the events of RE2 and RE3) while Wesker would send STARS Alpha Team (Chris & Jill's RE1 story) to basically die to the products Umbrella created to sell to the data from it to the other organisation he was jumping to. During this he fakes his death as well by taking a virus that Birkin developed for him where upon his death at the Tyrant at the end of RE1 he got lucky and revived with super-human abilities and escaped the mansion. In RE2 he's responsible for sending Ada into the city to get the G-Virus from Birkin and in Code Veronica he serves a bigger role as he does the same thing personally by getting a sample of the T-Vernonica Virus by attacking the island it takes place on which in the original games release served as the reveal he was still alive and him and Chris had a one sided fist fight. Then like RE2 he sends Ada and Krauser to the village to get a sample of the Parasite. After collecting it all he develops and launches his plan in RE5 where he serves as the de facto anatagonist of the game start to finish as he tries to usher in a new world order of super humans with him as the big boss of thoses that survive the transformation. It's fucking nuts

Add to that most VAs also do mocap as well now, which requires more insurance be paid, and they keep costs down by either hiring drama school grads, or moving VAs around between characters, like we've seen with Jill's 3Make VA moving between Daniela in Village and Ashley in 4Make, or even Roger Craig Smith voicing Billy in UC and the Big Bad in Degeneration before settling in as Chris. They aren't reprising roles so they don't get more money if they shuffle them this way. That's why I think we'll get Hunnigan's 4Make VA doing Sheva in 5Make.

The increase in getting VAs to also do mo-cap has also caused problems. Part of the reason they dropped RCS is because he was the only VA who refused to do mo-cap for RE6. The bigger names (and older actors) don't want to or can't do mo-cap, necessitating the hiring of someone else or getting another actor to double-dip, as it were, with corresponding increase in pay.
