Harmonix had one, I think it got canned, it was called Project Clash, I did some beta testing shit way back
Harmonix did actually make a rhythm card game but it was a weird mixture of a physical game you bought and an app. You placed cards on this big board and each one was associated with a piece of a licensed song. Your phone would play the mix that was currently in play as each player tried to gain control.

Not exactly what you say, but Slap Happy Rhythm Busters has some rhythm elements.
Basically a fighting game with a fixed rhythm in the background (according to the song playing) where you're forced to follow the rhythm to actually make damage, while still paying attention to the opponent movements. And the slowmotion bit was just for style (and a few secods to think your next move)
Honestly a lot of fighters have inherent rhythm to their combos that are more interesting than any canned metronome. Marvel 3 probably has the most combos that are rhythmic.
