      the game makes this confusing for no reason by showing Sonny with drugs and money on the table when he screams at you.
      This made people think that he had set it up.
      In reality the vance brothers were just selling drugs from gonzalez and cortez.
      Gonzalez was a rat to Diaz so he told him about the deal and then Diaz sent those three guys, one is a chef and the other one is the one you kill in pphom phen.
      The other guy got killed off screen but my headcanon is he was the dead guy from apartment 3c

        Sonny was setting Tommy up to take a fall after he did the deal and got himself established in the city's drug trade. The only confusing part of it all is when, precisely, Tommy stops giving a shit about getting Sonny's money back and decides he's only in it for himself.

            According to LBS the mafia doesn't touches drugs, so they basically were setting up Tommy for a fall by sending him to VC.
            And yes it was Diaz who was the bad guy all along, Victor and his butthole brother Lance were working for him in VBS, I assume by the timeline of VC they got too big so he decided to get rid of them.

              It was more like "officially" the mafia didn't touch drugs but in reality most made men in the mob were drug pushers by the 1980s. It really depended on your age.

              The elder dons, from the old country never approved of drugs. But the young guns who only knew america would absolutely sell the stuff. That's what Sonny represented. He wasn't old blood, he was american born and thus by the time he was head of the Forelli's he had no qualms about going into drugs.

              You compare that to Salvatore Leone who went to war with the Columbian Cartel when they started pushing drugs in their territory.

              Problem with VCS is that it doesn't gel with the opening of VC. Victor became a huge deal and a big name crimelord, even if him and Lance lost it all by the time VC starts people would still remember them. Lance would not be able to get within stabbing distance of Diaz just by adopting a fake name, someone on the staff of the city's drug kingpin would know who the hell Lance Vance is.
