This game has absolutely been through development hell. Atlus already falls into development hell very often ever since they got into HD development with their stablished franchises, with both P5 and SMTV. Imagine what it must be for them to try to develop something from absolute scratch, a new big ip.
I feel this has been in development hell due to how incompetent Katsura Hashino is.
He's consistently been a hack unable to design a single good turn based battle system and simply can't into balancing difficulty for them.
I think ATLUS said that ReFantasy would be an Action RPG which he might be not a total lost cause for, he did actually manage to make a good game with Catherine (didn't play Full Body), but considering that we're almost at the 7 year mark thing don't look very good.

Wow no fricking wonder no one bought it. You could tell how this game was going to turn out from first bit of gameplay we saw. Sure, you can argue that SMT is really about the gameplay, and the gameplay is acceptable (not great) in this game, but it's really more than that. SMT was always about presentation, tone, aesthetic, and music in addition to the gameplay. Soul Hackers 2 falls flat in most of those categories. Maybe they should have made an actual fricking sequel instead of just TMS 2 reskinned.

It still boggles me that this didn't come out on Switch, especially when it seems like the kind of game that Switch players like.
