      because despite being the son of the emperor Guilliman is still one man up against heavily embedded institutions that control the empire, trying to push to hard in one area would cause massive unrest which is the last thing the Imperium needs since even before the rift it was barely held together, and thats not even getting into the millnium of decay, corruption, and massive shift in thining the Imperium has went through that makes reforms difficult, in other words he will have to play a long and very careful game if he ever hopes to restore the Imperium to a fraction of its former glory

      This is all out of necessity and desperation, not malice.
      There are things that need improvement/reform, but they don't have much breathing space, and the imperium is stretched thin even before you consider the new rift.

      Anyone saying it's necessary is only half right. It's necessary in the same way a lost child has to steal food to survive. With the Emperor and Primarchs gone, the Imperium has completely gone off the rails and barely knows what it's supposed to be doing anymore. They use people as cannon and factory fodder because they don't know how to make things better.
      Technological progress has been brought to a grinding halt partially because of dogma but a lot of people don't seem to realize that if the mechanicus were not as autistic as they are about form and ritual, they'd have lost the ability to do even basic maintenance over the course of 10,000 years. While a lot of the extra stuff they do that's basically just aping catholic traditions is not necessary, ritualizing something like fixing the parts of a Titan is genius in reality. It allows for no deviation from the established practices which is absolutely necessary if you cannot reproduce the parts that some moron just broke because he tried something new.
      The entire Imperium is basically a quintillion children waiting for their parents to get home for 10,000 years. Girlyman (and now Lion) are going to have to overhaul the Imperium down to the most basic practices but they risk breaking things if they do it wrong. While the Imperium is a dystopian and totalitarian shithole, it is still a government that has lasted 10,000 years. Most human civilizations up to our current point in history are considered old if they lasted 500. Things are bad but they could definitely get worse. Chaos is still a million times worse than the Imperium. If you die in a factory or on a battlefield, at least your superiors were using your life to try to do something good like produce food or kill murderous xenos. If you get all your skin flayed off or turned into some horrible parasite-ridden human bomb by a demon, they're pretty much just doing it for fun.

          The Emperor always wanted an atheistic empire ruled by normal humans. The formation of the Council of Terra should be proof enough of that if for no other reason than how badly it pissed off Horus and E just told him to shut up. E always seemed to desire a human empire run by humans for humans and what he was doing in any given moment was just a means to an end. Space marines would have gotten a similar treatment to Thunder Warriors if they were able to conquer the entire galaxy and wipe out all major threats. He might keep some around but honestly it's just as likely that he would have had them all wiped out in an event that made Isstvan look like a joke. He'd then begin working on Space Marines 2 to either expand beyond the milky way or in preparation for an extragalactic invasion like the nids.
          E has his flaws but he was a gift humans didn't deserve. Without him they're lost.

              Upon his returns the Lion gets the ability to "Forestwalk", essentially disappearing along with his gear and companions, walking a bit in an ethereal forest, and then reappearing at his chosen destination. It's like warp travel except more limited.

              In this forest, the Lion confronts a daemon that takes the form of his brothers to taunt and fight him. He figures out pretty quickly it's just a fact but the failures it points out are very much real. Whatever, he kills it.

              He gets captured by a Chaos Sorcerer but that's completely unrelated to the previous thing.

      You're missing the forest for the trees. Initially Konrad's legion was alright and they were treated well, but since they recruited from Nostramo, as Konrad left, it reverted back to its old ways, which had meant that the only ones hale and healthy enough to quality as candidates for becoming astartes were the most ruthless and murder happy hiver scum and they brought their attitudes and behaviors to the legion and completely changed it. His legion in its entirety, over the years became exactly what he had despised the most in humanity, they went from a force that applied terror and fear as a tactical tool to souped up scum with bodies of superhumans that performed acts of unspeakable cruelty for its own sake and it absolutely shattered him, which is why he gave zero shits about them and in the end and nuked Nostramo. The Emperor and his way failing completely was his vindication, but he was also a loon set in his ways and manipulated by visions of chaos that always showed him the worst possible outcomes but manipulated the visions in such a way as to show it "just as planned", even if many of them had major discrepancies that his stupid doomer self overlooked, making them a self fulfilling prophecy.

      That didn't actually happen though, they were requested to journey to Terra for an investigation into various allegations against them. But you can easily see what the result of that would have been since if they were genuinely suspected of being disloyal they would not have been diverted to Isstvan to fight Horus.

      Because they're boring. Every other chapter is defined by the personality of their Primarch and have specific things they're good and bad at. They excel greatly in their strengths (Fists are good at building defenses, Scars are good at hit and run, EC were good at being elite troops) and suffer when they're either taken out of their comfort zone or faced with enemies that can counter their abilities. When there's a problem that calls for a specific solution you could call on a particular chapter to do that job since they're the best option to handle it.
      With smurfs, you can just kind of ask them to do whatever and they'll probably win. Need to defend a world? No problem. Need to siege a fortress? It's already rubble. Demonic incursion? Cato just killed a greater daemon with his magic sword. It's not to say they never lose (see: Cadia) but rather that it's more interesting to see a chapter with limits play to their strengths and win because they're the best at what they do. UMs are the best at winning. I was gonna say they're for people who like Superman but even he has kryptonite.

    Are you really gonna tell me that the Ultramarines aren't heavily defined by Roboute or share his characteristics either? come on you're being disingenuous. Smurfs are smart for not focusing on one particular tactic. All the other chapters, especially the first founders could easily be just as adaptable as the Ultra's. But they aren't because they're autistic.
