what did they mean by this

The twin towers were literally, figuratively and emotionally only ever relevant and points of interest to americunts.
Nobody, not a single fucking soul gave a flying fuck about them outaide the US. When you mention new york to a normal person, ie non americunt, the first image is the statue of liberty, never the stupid towers.

Or the Empire State Building (which I had to google the name) and that's also in the game. The towers were just visually uninteresting.

Why did they target the towers then?

Those posters are wrong, they were iconic buildings and important ones for what was done inside them. Not as iconic as Statue of Liberty or Empire State Building, but still famous landmarks.

        Never forget.

The towers were basically worthless and once Larry acquired them he decided to pull THE GREATEST INSURANCE FRAUD SCHEME EVER by taking out several insurance claims on the towers, then having a few muslim terrorists (actually just vagabonds who fucked hookers and snorted coke) fly planes into the towers (alongside levelling it with detonative charges) to level the buildings entirely.
It was also used to start wars in the middle east but that isn't as cool.

Twin Towers were never a symbol of New York, especially to other countries like Japan. If you asked anybody (even new yorkers) to name a single defining landmark of the city-state they'd say the statue of liberty, empire state, the fucking hudson river, Paulie's down the street, etc. before the towers even get mentioned.
