I think they should gain their weaknesses type. Charmander turns into a Japanese giant river Salamnder (fire/water). Spirgatito becomes a Gotokuneko (grass/fire). Finally Froakie would evolve into a rice farmer version of Greninja. The theme would be the fundamentals of Japanese culture nature, Shinto, and farming.

That's what I mean about "repackaging them" - they don't want to delete the OG, but do want to make it popular without changing the OG. So make a new one, holding to the broad stokes, but changing the details to be more relatable to modern-era kids (especially in the case of things from 20+ years ago). Which is why decidueye's sticks out all the harder, the other two were made when kids playing today weren't even alive, thus wouldn't have known how they were received over time (as it's absolutely reception of the things from kids in 2020 that informed Legends' starter choices), yet suddenly when the kids who'd started with Alola are just starting to grow out of the target age, they add a re-design that changes what the thing was, almost as if they're trying to fix what issues those kids had with it.
Instead of "stilt-owl ghost with a mask-like face", they went in a different direction entirely with it. I think it is more that the "costume" of Decidueye is bigger, so there are more parts to change out. All the shell armor parts and the hair are different on Samurott, but since that covers less of the body is seems more similar to the original.
