"Open World" in that you can do the three quests in whichever order you want. Not that the quests themselves actually are open world. Better luck next time in gen 10.
Open world not must be a non linear game. Open world means you can go everywhere you want and ignore main objective (just like in gta series). Early game section are almost always locked zones (mainly for tutorial), and after completion first quest, rest of the world opens for you (skyrim is open world but you must escape from helgen town first aka tutorial zone).
If this is proven to be a lie on release, it's false advertising. The only way they can frick their open world up is by story gating the ride forms you need to explore certain areas. And knowing shitfreak, that's what I bet they'll do.

Blame Elden Ring. That game is about the truest form of actual OPEN world playstyle and many ppl now expect that or Botw to be the foundations of open world. Elden ring still surprises me after many playthroughs, there's always a different way of doing things, it is probably the most repayable game in my library outside of use map settings starcraft 2 and some DotA clones

I don't want all the pokemon in the entire map to scale off of how many badges I've gotten. it's less interesting. the only problem is going to stem from how the catching mechanics work in this game. in swsh you couldn't catch pokemon above a certain level (disgusting) without the right gym badge. in pla you could catch any level pokemon but they won't listen to you if your star rank is below the level you caught them at (which was fine because of how easy and unrestrictive star rank ups were). that entire concept just needs to be cut for a fully open world gym based pokemon game, it can't fly.
Cutting it completely brings a new problem though, which is just sprinting to the end game area with a quick ball and then wiping the entire rest of the game with your level 80 pseudo you caught without battling it. Pokemon has a unique problem that other games don't have, and it's that any challenge in the world can become a tool you use.
this is already a problem pseudo fixed in pla, in that when you're catching a pokemon above your ranking a modifier was put on the pokemon making it harder to catch. I really, really dislike the idea of attempting to punish someone for pushing the entire concept of an open world game like you just described.

tge only game where this is relevant outside of traded pokemon is pla when you catch pokemon over your star rating, and it only affects the pokemon until your star rating reaches the level you caught the pokemon at. I've beaten swsh twice with untraded level 50 pokemon it's not a factor at all. it could be in like gen 1 or something idk but this has 100% not been a factor since gen 3 at the latest

I know this because my moronic ass trained my charmander into charmeleon before I got to Brock and it didnt listen for shit. The only reason I won was cause it was in the fricking 20's so any attack pretty much 1 shotted brocks' mons. They fixed that in future games with only traded mons because no one is stupid enough to over train their own pokemon anymore

There are still locked areas. There are quest related areas you can't enter in Oblivion and Skyrim without accepting the quest. So I guess those aren't open world, right?
The way the Koraidon/Miraidon forms were advertised made this pretty obvious, you'd have to be moronic to think you'd get access to all of them from the start. Having to unlock the climbing, swimming, and gliding forms A) lines up perfectly with how it was done in PLA and B) fleshes out the world by giving you a reason to return to areas you've already been through to explore more thoroughly. Very clickbait-y.
I wouldn't be remotely surprised if they were unlocked through story progression, but even if they aren't I'd still assume you have to unlock them and that you won't have access to all of them from the start. Hell, we don't even know when you get Koraidon/Miraidon. I'd assume (once again, like PLA) that you'll do a fair bit of on-foot exploration first.
I just hope I can catch pokemon of any level. It'll be hard as balls with just a first form starter and shitmons, but I want to get the flower and the psuedo while still very low level. I'd then get eggs via picnic, so I can take on practically the whole game with them.

RDR2 has a giant portion of the map that is more or less an auto-death if you enter it until very late game, but it it still considered open world.
