Buy a Japanese one on buyee for 10-15 dollars (plus about 20 shipping) then reflash the bios. You'll save some money. You don't even need to reflash if you burn a boot disc.

All you need to reflash is to solder a thin wire and burn a reflashing disc.

Do your research first since a lot of games were ported.

    vsrecommendedgames.fandom.com/wiki/Dreamcast

I'd say no, because the few games that aren't available on other platforms that you may want to play could just be emulated at that point. This is coming from someone that used to own a Dreamcast. You're better off with a Wii that can play all Wii and Gamecube games, a PS2, and either an Xbox 360 or a PS3. That covers most of the best games in the Dreamcast's library to say nothing of the fact that many of the best games for it are also directly on PC.

Here's a brief list of some of the best games for the Dreamcast that are available on other platforms now. I almost considered getting one again just for D2, but again, this is why I decided to emulate. (it's not really worth getting a console again just for one game.)

    >Capcom VS SNK 2
    >Crazy Taxi
    >Dead or Alive 2
    >Ecco the Dolphin: Defender of the Future (PS2)
    >Grandia II
    >The House of the Dead 2 (Wii)
    >Ikaruga
    >Jet Set Radio
    >Marvel vs. Capcom 2
    >Resident Evil: Code Veronica
    >Shenmue
    >Shenmue 2
    >Skies of Arcadia
    >Sonic Adventure
    >Sonic Adventure 2
    >Soul Calibur
    >Space Channel 5
    >Space Channel 5 Part 2
    >Street Fighter III
    >The Typing of the Dead (PC)

    So you see my point.

I'll add that though people bring up the ease of burning games for the Dreamcast, it's actually even easier to get games for free with a Wii (and Wiis are if anything cheaper than Dreamcasts now) because the Homebrew Channel is easy to softmod and then you can launch Gamecube games on an SD Card and Wii games through a hard drive. You'd be getting better performance and load times for, say, the Gamecube port of Resident Evil Code Veronica (X) which you'd have to have with a burnt CD that has load times, with (albeit slightly) compressed audio and FMVs to fit, (the Dreamcast used a format of CD with more space, so CD-Rs work because people compress the disc images) as the Dreamcast noisily chugs along its CD drive throughout.

Also, if you want to play many of the games that were ported to the Xbox 360 and PS3, that costs money to get off the store you don't mod but likely you're only interested in a few anyway. At this point many ports are surely on the PS4, Xbox One, PS5 and Xbox Series as well. (at that point the Xbox Series can emulate most things like a PC can though.) Keep in mind that the Sonic Adventure HD port is a scam though, you're better off with the Dreamcast mod for PC since the Sonic Adventure HD port is based on the PC/Gamecube port which butchers the game. (the Dreamcast PC patch salvages it by making it the same as the original Dreamcast version and is thus the definitive HD version.)

do not get a console unless there are specific games you want for it
also Dreamcast is a pretty great console to mod if you enjoy that
I recently put a GDEMU, a new battery holder and a Noctua fan in mine

Depends whether you're asking because you're a poorgay or a psycho zoomer who need approval from strangers on the internet to make the smallest of decisions.
