It's going to be on par with REmake 2, 3 and probably 4. They'll work as "fine" reimaginings, but those hoping for remakes like Metroid Zero Mission or REmake 1 are doing to be disappointed.

You arent wrong on the "artistry", but the gameplay is still remembered like for New Game+ unlockables, both in terms of getting other endings, new weapons, ect, similar to most survival horror games of its time.
Plus the gameplay was still a massive improvement over the RE games by a long shot. Its not only SH4/RE4 that things finally turned the other way around.

no it's not, on one recommends someone play SH for the gameplay or the unlockables, they recommend it for the story and spooky shit.
Storywise it will hang mostly on the actors, they will make it good or bad.
On the gameplay side, we don't have any information but if Ito and Yamaoka are there at least the atmosphere should be good which is what Silent Hill is known for. I don't know about the director
