No amount of bureaucracy in the abstract or vague corruption changes the ultimate fact that the NCR are the only faction attempting to build an actual society and enforce a lawful peace. There are obviously various flaws, but none of them truly matter. You can call them power or money hungry, but so are ultimately all states; going against the NCR morally fails for the same reasons that anarchism does in real life.
The F:NV factions and endings function as a simple intelligence test, questioning if you can see past distractions and irrelevant quibbles to chose the obviously correct practical choice.

I wouldn't say the middle ages were that peaceful of a time. Minor wars and struggles were far from uncommon, even if the system couldn't bring enough force to bare to regularly topple states entirely. That said feudalism was a surprisingly stable political system and is not as bad as many would like to label it, sure. I'm pretty sure anyone where would take living in the NCR over feudal England regardless.

It is utterly ridiculous to think the early United States, or in fact any state at any period, was not that. Individuals and small communities have never had control. Power has always derived from the state as long as there's been enough people to build a state.

Pre-war America was a fake democracy which was in reality ruled by a wealthy cabal of industrialists and career politicians. These people knew war was coming, they did everything to save their asses and for the common folk they created Vaults, most of which were giant experiments. That's how little they cared of Americans they were supposed to serve. Their politics created food shortages, they annexed neutral countries like Canada for resources and eventually shit went boom.
NCR has much less potential for shit going boom but it has its own "Enclave" - brahmin barons. It's like a little retarded copy of Old USA.
Caesar is a warlord who got dealt a hand where he managed to unite a bunch of tribes who combined had a ton of manpower but were all dumb and coming from a place where no industrial capabilities survived. He wanted them to have a culture beyond being just his personal army, and being a nerd he chose Roman culture.
He doesn't hate guns; one of the first things he taught the first tribe that caught him was how to care for and maintain firearms. He just doesn't have Gun Runners behind his back to pump out cheap Service Rifles.

Yes, all of the factions are terrible in practice in the region at that time. It's because of this that the NCR, the only faction actually attempting to move forward into a functioning society instead of megalomania or chaos, are the correct choice.
The NCR is bound to collapse under its own weight dramatically. Additionally, the NCR not only fails to address most of the issues with the Mojave; but has actively created the most major issues as well. Failing to control the Powder Gangers, pushing the Jackals and Vipers in the Mojave, the Great Khan drug trade, the BoS, the Legion's entire strategic interest in the region; the NCR brought all of those problems to the Mojave.

I don't understand how people can unironically believe that the legion is the correct choice.
Legion fans will point out all of the flaws in the NCR while ignoring every flaw with the Legion, which leads me to believe they have no self awareness whatsoever. For example, they will point out the NCR's heavy taxes, ignoring the fact that the legion literally enslaves people and forces them to work and toil for no pay.
They will point out how the NCR is mimicking an already failed society, when the Legion is doing the exact same thing. As many people in game and IRL have pointed out, once Caesar dies, the legion will collapse. It doesn't matter if he has an heir or not, and it doesn't matter who that heir is. It won't be Caesar. Caesar is the glue that holds the entire legion together. When he dies, the legion will splinter as people vie for control.
They will point out the corruption in the NCR; how the Brahmin Barons hold political and economic power, and use it to influence government policy, while ignoring that the Legion is a literal dictatorship run by a narcissistic sociopathic megalomaniac who can (and will) order you to be executed on the spot simply for disagreeing with him.
Now ask yourself, who would you rather take control of your town; The Legion, or the NCR?
